The Role

We're seeking an experienced and highly capable Security Governance Manager to play a central role in shaping and delivering KAD's security and crime-prevention strategy.

This is a DfT-regulated role, operating as Deputy Nominated Security Contact, with responsibility for governance, compliance, and assurance across the Light Rail Security Programme (LRSP) in a complex, multi-stakeholder rail environment.

Working closely with the Head of Security & Revenue Protection you'll translate strategic security objectives into robust tactical and operational delivery, ensuring the highest standards of compliance, resilience, and passenger safety across the DLR estate.

You'll also lead on high-impact programmes including graffiti and criminal damage reduction, safeguarding accreditation, security audits, and intelligence-led risk management - influencing outcomes that protect both people and revenue.

What You'll Do
  • Lead and deliver KAD's security governance and compliance framework, ensuring full alignment with DfT LRSP requirements and rail security standards.
  • Act as Deputy Nominated Security Contact, supporting regulatory assurance and external audits.
  • Oversee security governance across stations, depots, tenants, and adjacent land, maintaining the integrity of the railway's security arrangements.
  • Lead delivery of security-related projects in excess of £1m annually, ensuring value, compliance, and measurable risk reduction.
  • Develop and implement strategies to reduce criminal damage and graffiti-related disruption, improving operational performance and customer experience.
  • Chair Internal Security Group meetings and lead intelligence-led security planning.
  • Manage security audits, site inspections, vulnerability assessments, and compliance reviews.
  • Build strong working relationships with DfT, TfL, DLR, BTP, local authorities, and contractors.
  • Lead and influence a strong security culture, delivering awareness programmes such as ACT and SCaN training.
  • Oversee KPIs and performance management for security providers and contractors.
  • Contribute to crisis management planning, post-incident reviews, and emergency response frameworks.
  • Deputise for the Head of Security & Revenue Protection as part of professional development and succession planning.
What You'll Need
Essential
  • Proven experience leading security operations, governance, or policing-equivalent functions in a complex environment.
  • Strong understanding of rail or transport security, compliance, and regulatory frameworks.
  • Experience managing contracted security services or large multi-stakeholder teams.
  • Demonstrable experience in security audits, investigations, data analysis, and reporting.
  • Excellent written and verbal communication skills, including senior-level reporting and presentations.
  • Strong organisational skills with high attention to detail.
  • Ability to influence stakeholders at all levels and operate effectively under pressure.
  • Experience managing projects and driving continuous improvement.
  • Ability to pass DfT Counter‑Terrorism clearance.
Desirable
  • Degree-level qualification or equivalent experience.
  • Knowledge of WHAT, HOT, and JESIP principles.
  • PACE interview training or equivalent investigative experience.
