Job summary

Ringway is seeking an experienced Pre-Construction Manager to lead bid activities and shape our highways and infrastructure portfolio across the UK. You will own the pre-construction process, coordinating design, estimating, and commercial teams to deliver competitive, fully developed submissions before handover to delivery teams.

You will build strong client relationships, drive value engineering, and ensure adherence to NEC/JCT contract frameworks and CDM health & safety requirements.

Qualifications

• Significant experience in pre-construction, bid management, estimating or PM.
• Proven success delivering tender submissions and securing new business.
• Understanding of lifecycle of construction/infrastructure projects.
• Experience coordinating design, commercial and operational functions.
• Knowledge of NEC and/or JCT contracts.
• Strong commercial and financial acumen.
• Excellent communication and client-facing skills.
• Ability to manage multiple projects and deadlines.
• Good knowledge of construction health & safety and CDM regulations.

Responsibilities

• Lead pre-construction activities across multiple projects.
• Coordinate bid, estimating, design, commercial and operations during tender stages.
• Develop bid strategies and delivery methodologies.
• Review tender docs, identify risks and opportunities.
• Manage design development to meet client requirements.
• Drive value engineering to improve outcomes and competitiveness.
• Engage with clients, consultants, supply chain partners.
• Oversee programme development and resource planning.
• Support commercial negotiations and contract discussions.
• Ensure compliance with health & safety, environmental and quality requirements.
• Maintain pre-construction budgets and risk registers.
• Facilitate handover of awarded projects to delivery teams.
