Job summary

Ringway seeks an experienced Pre-Construction Manager to lead the pre-construction phase for highways and infrastructure projects. You will coordinate multidisciplinary teams, develop bid strategies, and drive value engineering to deliver commercially robust proposals.

Working with clients, design teams and supply chain partners, you will manage risk, programmes and tender submissions, ensuring readiness for contract award and smooth handover to delivery teams.

Qualifications

• Proven experience in pre-construction, bid management, estimating or project management.
• Background within highways, infrastructure or civil engineering.
• Excellent stakeholder management and communication skills.
• Knowledge of CDM regulations and construction health & safety requirements.

Responsibilities

• Lead and manage all aspects of the pre-construction process across highways and infrastructure projects.
• Identify, review and evaluate tender opportunities and framework call-offs.
• Develop bid strategies in collaboration with operational and commercial teams.
• Coordinate multidisciplinary teams including estimators, planners, designers and subject matter experts.
• Lead tender review meetings and manage submission programmes to ensure deadlines are achieved.
• Review client requirements and develop compliant, innovative and commercially competitive solutions.
• Manage design development activities and ensure proposals are buildable, efficient and deliverable.
• Drive value engineering initiatives and identify opportunities to improve project outcomes.
• Develop construction methodologies, delivery plans and resource strategies.
• Manage project risk registers, mitigating technical, operational and commercial risks.
• Build and maintain strong relationships with clients, consultants, supply chain partners and key stakeholders.
• Support contract negotiations and project mobilisation activities.
• Ensure compliance with health, safety, environmental and quality requirements throughout the pre-construction phase.
• Facilitate a seamless handover of successful projects into operational delivery teams.

Ringway is seeking an experienced Pre-Construction Manager to support the growth of our highways and infrastructure business. Working closely with operational, commercial and design teams, you will lead projects through the pre-construction phase, from opportunity identification and tender submission through to contract award and handover.

You will be responsible for developing winning bid strategies, coordinating multidisciplinary teams, managing risk and programme development, engaging with clients and supply chain partners, and ensuring projects are commercially robust and ready for successful delivery.
