A leading children's home provider is looking for a Registered Manager to oversee the day-to-day operations of their Coventry facility. The Registered Manager is someone who has been appointed by the Registered Provider, Blossom Children’s Homes,

to take full-time, day-to-day control to carry on the management of the children’s home.

Requirements of the role:

Day to day responsibilities of the home

● Care for Children- Enrich the lives of young people in our care, helping them create a positive future.

● Champion on behalf of the young people in the home to ensure that their voice is heard and their rights

maintained. Ensure that children and young people are consulted about their care, and provided with

opportunities to participate in sharing their views about the running of the home.

● Provide leadership and management to all within the home.

● Manage the home in compliance with the ethos of Blossom Children’s Homes by providing an environment that enables each child and young person to reach their full potential and promotes positive behaviour.

● Ensure that the Responsible Individual is made aware and kept fully informed of any concerns in relation to safeguarding and/or child protection.

● Manage the home to safeguard and promote the wellbeing of the children and young people. Ensure that their welfare is the paramount consideration in the provision of the service.

● Participate in the management ‘On Call’ system.

● Manage relationships with all those involved in the young person’s life including stakeholders and partner agencies who are engaged in providing packages of support.

● Represent Blossom Children’s Homes and work collaboratively within a multi-agency framework with external

agencies to ensure positive outcomes and safeguarding.

● Ensure that all serious events are notified, within 24 hours, to the appropriate people.

● Ensure all young people have written placement plans in place, setting out identified needs and plans to meet these needs. Ensure ongoing assessment, development and review of all individual plans in line with the time scale outlined in Policy.

● Develop and maintain a “Children’s guide to the home”.

● Ensure effective monitoring and review of all records within the home including risk assessments in line with Organisation Policy.

● Ensure that all Medication is stored and administered in line with organisation and legal guidelines.

● Ensure the home offers a healthy, nutritious and balanced diet for all young people.

● Ensure events, appointments or meetings are arranged, effectively timetabled, diarized and attended by the young person and or appropriate staff or yourself.

● Protect the confidentiality of the children and young people and their families.

● Ensure the promotion of education, physical health and emotional well-being of the young people.

● Ensure provision is made to cater for the children’s and young people’s social, leisure, cultural and religious needs.

● Contribute to the referral, assessment and admission procedures. Ensuring effective pre- placement assessment of need and placement planning, including placement matching and ensure all relevant documents are obtained.

● Manage time and resources within the home including managing financial expenditure against budgets and ensuring recording is accurately completed.

● Work with the Responsible Individual to contribute to the planning and development of the service including

developing, implementing and updating of policies and procedures to ensure the smooth running of the home.

Responsibility to work within the required standards of the Organisation and regulatory body/ies

● Satisfy the legal fitness requirements and complete all checks required by Regulation 26 (Schedule 2) of the children’s home Regulations (2015) for Ofsted registration.

● Maintain in depth and up to date knowledge of the Children’s Homes regulations and Quality Standards, the Children’s Acts and other relevant legislation and guidance. Ensure the home operates in compliance with these.

● Ensure all required standards are met, when audit and inspections identify improvements, ensure these are actioned accordingly within the advised timeframes.

● Be accountable to the Responsible Individual, Registered Provider and Ofsted.

● Work in accordance with Equality and Diversity legislation.

● Ensure Regulation 45 monitoring duties and a written report are carried out.

● Ensure that all policies and procedures are implemented fully and adhered to meet legal obligations.

● Ensure the health and safety of children, staff and visitors, by complying with relevant legislation, policies and procedures.

● Maintain a good working knowledge of National and local child protection procedure and processes and ‘working together’ guidance.

● Strive to ensure the home provides an OFSTED Outstanding standard of residential care.

Responsibilities of managing a team and work allocating

● Manage the children’s home staff team: recruit, induct, manage and supervise staff, organise staff rotas, and facilitate training to ensure high standards of childcare practices. To be concerned for the welfare of the staff offering support at times of stress, praising work completed and monitoring performance including sickness absence.

● Participate in staff training as required and contribute to the development and/or delivery of in house training.

● Organize and Operate an effective key worker system.

Responsibility for all aspects of the premises

● Be responsible for ensuring the home provides a positive physical environment, with regard to design, comfort and homeliness as well as hygiene and cleanliness. To maintain the home within the relevant Health and Safety legislation.

● Ensure that any repairs or damage to the property or belongings of the organization are reported and that necessary action is taken to ensure the safety of the young people.

The Registered Manager role is full time post and they are expected to arrange their own work rota which may

involve evening, weekend and sleeping-in duties. The Registered Manager is wholly responsible for ensuring an

appropriate staff presence to meet the childcare needs of the children and young people in the home.

Any other duties commensurate with the post.

Requirements

Person Specification

● Minimum of 2 years in a management position within residential care of children in the last 5 years

● Minimum of 1 year experience of line management/staff supervision of staff in a care role

Management in a relevant residential care setting

● Worked within Ofsted inspection framework.

● Worked within a multidisciplinary framework

● Therapeutic work with young people.

● Working knowledge of children and young people with Learning disabilities, ASD and behaviours that challenge.

● Understanding of local authority care planning duties and how children’s homes are required to support these

● Demonstrable knowledge of current legislation and statutory guidance relating to children and young people in

residential care. (i.e. the Children’s Homes Regulations 2015 and Quality Standards)

● Awareness and understanding of Ofsted inspection framework

Awareness of and understanding of the duties and responsibilities arising from Child Protection and

Safeguarding legislation as this applies to the role within the organization.

● Knowledge and understanding of the rights and entitlements of children and young people in care

● Working knowledge of the roles and responsibilities of the range of professionals and agencies involved in

● Understanding of and an ability to respond positively to the needs of young people from different racial,

cultural, and/or religious backgrounds.

Qualifications:

● NVQ Level 5 Diploma in Leadership for Health and Social Care and Children and Young People’s Services (to be obtained within 3 years of starting to manage the children’s home) or

● Registered Managers Award/NVQ 4 in Health and Social Care and Management.

● Relevant management qualification (equivalent to the Level 5 Diploma)

● Ability to manage, supervise, motivate and support care staff within the residential home

● Sound financial and budgeting skills to manage the homes’ resources

● Listen, support others, gain trust and show understanding

● Ability to assess and identify children’s needs and develop and deliver plans to meet these needs to achieve positive outcomes.
