Job summary

Worcester City Council is seeking flexible, professional Civil Enforcement Officers to join our high-performing team. You will patrol Worcester’s city centre and neighbourhoods, enforcing parking regulations, environmental enforcement, and public space management while providing courteous advice to residents, businesses, and visitors.

This role requires a calm, confident approach, strong customer service and the ability to work a rota including evenings and weekends.

Qualifications

• Excellent interpersonal and communication skills with a calm, confident approach to difficult situations.
• Strong customer service ethos; balance enforcement with education.
• Practical, resilient and proactive mindset; able to work independently or as part of a wider team.
• Ability to handle challenging conversations with professionalism and integrity.
• Willingness to work flexibly across a rota including evenings, weekends and bank holidays.

Responsibilities

• Patrolling designated areas, identifying and addressing contraventions.
• Issuing Penalty Charge Notices and Fixed Penalty Notices in line with policy frameworks.
• Providing clear, courteous advice and guidance to members of the public.
• Supporting operational priorities, including city centre cleansing and enforcement initiatives.
• Utilising modern technology (handheld devices, body-worn cameras, GPS radios) to deliver services efficiently.
• Working in partnership with colleagues, contractors, and external agencies to improve community outcomes.
