Job Description – Property Solicitor

Location: Rugby Town Hall (Hybrid)
Hours: 21 hours per week over 3 days (Monday in office; Friday non-working)
Duration: 3 months initially
Rate: £50 per hour (umbrella)
IR35: Inside
Start Date: ASAP
Category: Lot 11 – Legal

Role Purpose

The Property Solicitor will provide high-quality legal advice and transactional support across a wide range of property matters for Rugby Borough Council. The role involves managing a varied caseload independently, delivering clear legal guidance to internal departments, and ensuring compliance with statutory requirements and council policies.

Key Responsibilities
  • Right to Buy (RTB) transactions and buy-backs
  • Sales and purchases of council-owned property and land
  • Lease extensions, renewals, and general landlord/tenant matters
  • Consent orders related to property issues
  • Assets of Community Value (ACV) applications under the Localism Act
  • Draft, review, and negotiate contracts, transfers, leases, and other property documents.
  • Provide timely legal advice to internal departments, councillors, and external stakeholders.
  • Conduct due diligence, title investigations, and risk assessments on property transactions.
  • Maintain accurate case records using IKEN or similar case management systems.
  • Ensure all work complies with relevant legislation, council procedures, and professional standards.
  • Build effective working relationships and provide excellent client service across the organisation.
Essential Requirements
  • Qualified Solicitor with a current practising certificate.
  • Strong and demonstrable experience in:
    • Right to Buy and buy-back cases
    • Property sales, purchases, and general conveyancing
    • Commercial leases, extensions, and renewals
    • Consent orders and related documentation
    • Assets of Community Value matters
  • Excellent communication skills with the ability to explain legal issues to non-legal audiences.
  • Proven ability to manage a varied workload and work independently.
  • Experience using IKEN or another recognised case management system.
Working Arrangements

Hybrid working model: Monday in the office, remaining hours remote.

21 hours per week across three 7‑hour days.
