Job description
Overview

We're working with a Wales based Council who are seeking a Professional Lead to support the Procurement and Commercial Services, assisting the council to manage a small team of 12 experts, providing effective leadership on procurement and commercial matters.

Location: Wales

Set-up: Predominantly remote working, may require the odd day on-site

Rate: £590 per day via umbrella, inside IR35

Duration: 6 month contract

Hours: Full-time position (37-hours)

Key Responsibilities
  • Manage and support a small team of 12 experts, providing effective leadership on procurement and commercial matters
  • The role will require oversight of the team, they act as an enabling function to help service area teams achieve their strategic commissioning aims and secure operational, financial and social value objectives
  • Whilst driving procurement effectiveness you will also play a key role in supporting commissioning strategy development across the Council and improving Contract Management skills and practices
  • The role will ensure we implement and embed compliance with the Procurement Act 2023 and oversee the implementation of a Contract Module in the new Finance system
  • We are about to roll out updated contract procedure rules, and introduce procurement act tasks, as well as finalising a Commissioning Framework that needs to be implemented
Experience
  • The successful applicant will have a background that includes public sector procurement and be able to navigate the political climate, ensure councillors are supported in their decision making and understand potential supply chain risks
  • Proven ability to lead or contribute to strategic procurement programmes, including service design, procurement and performance management
  • Experience of implementing and embedding of new Finance systems, compliance and commissioning framework
