Job description
The ideal candidate is likely to:
  • Come from a mechanical engineering background, competencies in gas safety, HVAC
  • Open to candidates who have worked their way up from the ground.
  • Understands the governance of public sector so LA, NHS or Uni background.
  • No need to directly manage staff, however, has to have the confidence and knowledge to manage contractors efficiently.
Portfolio

They have contracts with over 30 schools, their corporate portfolio consists of offices, shopping centres, library and industrial estates.

With it being the winter period, majority of repairs are heating related.

They have just actioned 7 boiler replacement schemes

Details

Hybrid based role.

They will be conducting a lot of site visits, but any administrative tasks can be actioned from home.

Car driver and access to their own vehicle to visits the sites.

Job Purpose

To support the strategic direction and professional leadership in providing the compliant and effective management of the Council's property portfolio, working collaboratively, internally and externally with partners and colleagues.

To enable the attainment and realisation of Council, client, and partner objectives through the delivery of technically excellent engineering services and projects.

Lead on the delivery of technical services, in a safe, efficient, and sustainable manner. Support the continues development of the team, creating an environment that fosters the delivery of technical excellent BSE services.

Key Tasks
  1. Provide technical expertise, leadership, and guidance in relation to the delivery of BSE services and projects.
  2. Lead the Mechanical BSE Engineers, to deliver effective planned and reactive maintenance. Ensure that the Council and client property portfolios are maintained efficient and operational and that associated budgets are effectively and efficiently managed.
  3. Collaborate and work closely with the Lead BSE (Electrical) and wider team, to build, implement and maintain resilient and sustainable property maintenance processes and procedures that fulfil defined objectives and discharge statutory duties.
  4. Ensure that a safe, efficient, and sustainable methodology is adopted in the delivery of our service provisions.
  5. Communicate effectively with team, clients, service providers and stakeholders. Identify and share best practice, foster innovation, and ensure technical excellence in the delivery of proficient and professional services.
  6. Support and enable the Council, clients, and partners to discharge statutory duties associated with the delivery of engineering services in the built environment.
  7. Support the Council to undertake the role of Contract Administrator and Principal Designer, whilst discharging duties as a technical client as defined under CDM regulations.
  8. Support and enable performance management processes within the team, ensuring team members are clear about work requirements and that quality assurance processes are implemented.
  9. Pro-actively monitor and report against the delivery of work, maintain quality to enable delivery of service events, reactive work and projects within the timescales and agreed budgets.
  10. To support procurement exercises (inc. Construction and Highway Works & Services Framework) to ensure appropriate contractors and consultants are identified, utilised and performance managed for delivery of all property related work.
  11. Support the development, implementation, and continued adoption of procedures including use of Property Asset Management System (PAMS) to provide up to date, accurate property management information to cover projects, compliance, maintenance and case management.
  12. Manage and monitor work and services delivered by Contractors and Service Providers, to enable quality assurance, compliance with standards and specifications on behalf of the Council, our clients, and partners.
  13. Support and enable the development and validation of technical specifications and drawings, in relation to the provision of property maintenance and construction engineering services.
  14. Deliver effective project services including, scope definition, development of brief, production of delivery plans, establish resource requirements, establish / management of budgets, support of procurement activity, support change control process, enable effective risk management, quality assurance process, soft landings.
  15. Implement and record the lessons learned process, to support continuous improvement and development.
  16. Support and enable the production of technical design solutions, establishment of the appropriate objectives and deliverables, production of technical drawings / specifications, and contract documentation associated with the Mechanical BSE discipline.
  17. Support and enable the design review process, ensuring that the brief, objectives, performance specifications, employers' requirements are appropriate.
  18. Support, enable and lead the delivery of technical maintenance, and project related services (e.g., Clerk of works and project technical support / consultant services).
  19. Production, review and authorisation of risk assessments, method statements and work delivery plans associated with the team's area of work.
  20. Support and enable the delivery of technical surveys, assessments, asset management and feasibility studies.
  21. Support and enable the production and review of technical engineering reports that are, tailored for audience, clear, and coherent. Present observations, findings, provide options appraisals, budget, and consider resource implications. Make recommendations as appropriate.
  22. Work with the team to establish and monitor budget requirements for the delivery of capital and revenue schemes. Support the production of technical reports and business cases, associated with the application for capital / revenue investment and grant funding bids.

  24. Collaborate efficiently and effectively with colleagues, stakeholders, and external service providers, always maintaining a high level of professionalism.
  25. Assist in the production and maintenance of the Councils Standard (Services Engineering) technical specifications and technical specifications for the provision of planned maintenance related to the mechanical BSE discipline.
  26. Assist the team manager in the development and implementation of quality assurance processes, take part in peer reviews to maintain a high standard of work and the quality of our service provisions.
