Job description

Business Analyst - Social Care and Education Systems | 9465 | Two Positions Available | Temporary Contract/Secondment Opportunity until January 2028 | 37 hours per week | £37,280 - £39,152 per annum | Scale I | Hybrid (County Hall, Norwich & Home)

Two Positions are Available

Are you a forward‑thinking Business Analyst with a passion for using technology to improve outcomes for children, young people and families? Do you thrive in a role where your insight, creativity and problem‑solving ability directly shape front‑line services? If so, we’d love to hear from you.

The Social Care and Education Systems Team plays a central role in how Norfolk County Council delivers its statutory responsibilities. We design, develop and optimise a suite of critical systems — including System C and Access Group products (LAS, LCS, EHM, ContrOCC, E‑brokerage and Synergy) — ensuring they remain robust, intuitive and aligned to the evolving needs of Children’s Services, Adult Social Care and Finance.

We’re looking for a skilled, motivated Business Analyst to lead the commissioning, requirements gathering, testing and implementation of enhancements and new functionality across our Children’s Social Care systems and portals.

What you’ll be doing
  • Leading end‑to‑end business analysis activity: understanding user needs, mapping processes, defining requirements and translating them into clear, actionable specifications.
  • Working closely with system suppliers, operational teams and multi‑agency partners to ensure solutions are fit for purpose, user‑centred and compliant with legislation and statutory guidance.
  • Driving continuous improvement by identifying opportunities to optimise workflows, reduce complexity and enhance the user experience.
  • Coordinating testing cycles (UAT, regression testing, defect management) and supporting successful implementation and transition into business‑as‑usual.
  • Helping colleagues navigate upcoming Ofsted, regulatory and operational pressures by ensuring our systems remain stable, effective and resilient.
About You

You’ll bring:

  • Strong analytical and problem‑solving skills, with the ability to make sense of complex information and confidently recommend solutions.
  • Excellent communication and interpersonal skills — you’re a natural collaborator who builds positive relationships across teams and professional boundaries.
  • The ability to work in a fast‑paced, dynamic environment, managing competing priorities and delivering high‑quality work to tight deadlines.
  • A genuine commitment to improving outcomes for children and families, and an openness to learning about new areas of practice and policy.

Experience in social care, education, local government or enterprise systems is beneficial, but not essential — what matters is your mindset, capability and enthusiasm.

Why join us?

This is a chance to play a pivotal role in a team that directly supports practitioners and frontline staff to make better, safer and more informed decisions. You’ll gain exposure to high‑profile projects, work with modern digital platforms, and contribute to meaningful change at scale.

We support hybrid working but may require in‑person attendance 1‑2 days a week.

If this sounds like the next step in your career, we’d be delighted to hear from you. To discuss the role informally, please contact Craig Bould via Teams or at craig.bould@norfolk.gov.uk.
