Position Overview

Energy company based in Madrid is seeking talented professionals to join our dynamic team and fill the following position, contributing to innovative projects across Spain and North Africa.

Responsibilities

• Lead the Health, Safety, and Environment (HSE) strategy for the organization’s operations in Spain and North Africa, ensuring compliance with local and international regulations, risk mitigation, and a culture of safety and sustainability.
• Oversee all HSE functions, including operational safety, environmental compliance, health and wellbeing, and emergency response.
• Develop and implement the HSE strategy for Spain and North Africa, aligning with business objectives and local/regional regulations.
• Drive a culture of safety, environmental stewardship, and employee wellbeing across all operations (e.g., energy, industrial, or corporate facilities).
• Lead process safety management (PSM) and operational risk assessments for local facilities.
• Implement HSE programs tailored to Spain: process safety, emergency response coordination with authorities, and process safety for oil and gas facilities.
• Ensure adherence to Spanish/EU directives (e.g., Ley 31/1995, Real Decreto 39/1997) and manage environmental compliance, waste management, and biodiversity conservation.
• Maintain compliance with Algerian environmental laws (Decree 06‑285) and Libyan regulations.
• Develop sustainability programs aligned with Spain’s 2030 Agenda and North African energy transition plans.
• Oversee occupational health programs for Ley de Igualdad, and mental health initiatives.
• Promote diversity, equity, and inclusion (DEI) in alignment with local labor laws and community engagement.
• Engage executive leadership, operations, and legal teams to align HSE with regional business goals.
• Lead HSE teams in Spain and North Africa, fostering talent development and succession planning.
• Develop training programs in Spanish, English, French, and Arabic on local HSE regulations, process safety, emergency response, and environmental compliance.
• Build a safety culture through behavioral programs and leadership visibility.
• Engage local communities on HSE matters, including social impact assessments and CSR initiatives.

Local Content & Community Relations

• Ensure compliance with Spain’s Ley de Contratos del Sector Público for procurement and hiring.
• Adhere to Algerian Law 08‑01 and Libyan local content requirements.
• Engage with local communities on HSE matters, including social impact assessments and CSR initiatives.

Qualifications

• Bachelor’s degree in HSE, Environmental Science, Engineering, or related field.
• Master’s degree or certifications (e.g., NEBOSH, ISO 45001 Lead Auditor, OSHA 30, Spanish Técnico en PRL, or North African equivalents) preferred.
• 15+ years in HSE, with 8+ years in a senior leadership role (e.g., HSE Director, VP HSE).
• Proven track record in HSE strategy, compliance, and cultural transformation in Spain/Southern Europe and North Africa.
• Experience with Spanish HSE regulations, EU standards, and North African laws.
• Strong leadership, strategic planning, and stakeholder management.
• Expertise in HSE regulations (Spanish/EU and North African), risk management, and sustainability practices.
• Knowledge of local labor laws, environmental regulations, and operational requirements in both regions.
• Fluent in Spanish and English (mandatory).
• French and/or Arabic (mandatory for North African operations).
