Overview
JOB SUMMARY
This position is responsible for the inspection of workmanship, materials and construction procedures on capital construction projects/construction on Regional Roads to ensure all specifications are met. Comment and act upon potential issues arising from contract drawings, specifications and/or field conditions. Maintain a relationship and liaise with the public, contractors, utility companies and local area Municipalities and acts on their concerns.
Qualifications
EDUCATION
- Completion of a 2-year community college program, with a diploma in Civil Engineering Technology or equivalent combination of education, training, and experience, plus
- Additional courses in construction inspection, concrete, asphalt, and soils.
KNOWLEDGE/EXPERIENCE
- Must meet one of the following two criteria:
- Must be certified or eligible for certification as a Certified Engineering Technician (C. Tech.) with five (5) years of experience in construction technology, construction inspection and/or other similar experience; or
- Must be certified or eligible for certification as a Certified Engineering Technologist (C.E.T.) with 3 to 5 years of experience in construction technology, construction inspection and/or other similar experience.
- Must possess a working knowledge of road, water main, sewer and bridge structure construction.
- Ability to visualize the proposed works and plan for the successful execution of such works.
- Ability to work alone with minimal supervision.
- Ability to work with multiple other agencies (contractors, consultants, etc.)
- Experience with testing and testing procedures for construction materials.
- Experience with contract specifications, Niagara Peninsula Standard Contract Document or equivalent and Ontario Provincial Specifications.
- Computer literacy in Microsoft Office and Autodesk (AutoCAD) applications.
- Must be efficient in interpreting construction drawings.
- Must possess a working knowledge of the Highway Traffic Act.
- Must possess Mathematical and analytical skills.
- Ability to communicate responsibly and effectively with residents and stakeholders.
- Must possess excellent written and verbal communication skills.
- Must possess a working knowledge of the Occupational Health and Safety Act.
- Must possess additional training in WHMIS and construction and inspecting.
- Must possess knowledge of surveying techniques and the total station.

- Strong time management skills, with the ability to multi task and prioritize work.
- Ability to coordinate the work of sub-contractors and materials testing firms.
- Organized and able to follow through on direction.
- Able to foresee conflicts with workload and recommend solutions.
Communication
- Strong ability to comprehend potential site related issues and provide feedback on potential conflicts.
- Strong ability to communicate in a positive and concise manner with residents and stakeholders.
- Communicates frequently with contractors, representatives from professional agencies, governments, utilities and emergency services. Strong ability to act with tact and diplomacy in all situations.
- Strong written and verbal communication skills.
- Able to maintain accurate and complete diaries and details of field work activities and produce reports based on the recorded information.
- Able to maintain good lines of communication between the project team and hired contractors.
- Strong ability to provide site related information to the project team for the purpose of reporting.
Interpersonal
- Strong ability to be a team player.
- Requires the ability to act in a professional manner when dealing with owners, stakeholders and third party contractors.
- Must have the ability to guide technicians and Co-op students.
- Must be a self-starter and have the motivation to keep up on professional development.
- Strong ability to keep up to date with current industry trends.

- Anticipates construction related issues and brings issues forward to the project team.
- Requires the ability to make field decisions within specified scope with little supervision.
- Must have a strong ability to communicate issues of urgent nature or large scale back to the project team.
- Must have the ability to recognize process related issues and report such issues back to the project team.
- Must have a strong ability to deal with resident and stakeholder issues and arrive at solutions that mitigate the Region’s liability.
- Ability to recognize issues in the field that deviate from standards and specifications and recommend corrective measures.
SPECIAL CONDITIONS
- Must possess and maintain a valid and unrestricted specified license for the class of the vehicle operated.
- Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
- Frequent exposure to traffic, noise, exhaust fumes, dust, and inclement weather.
- Must have a certificate in Confined Space.
- Attend training as directed by the employer.
