The Role

We are looking for a vibrant and dynamic Team Lead, Procurement and Contracting Services to support our Finance and Procurement Services Branch. The Team Lead, Procurement and Contracting Services would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

Reporting to the Manager, Procurement Services and working in collaboration with the Team Leads, Procurement and Contracting Services, the incumbent is responsible and accountable for goods, services and / or for construction contracting for all Research Centres, Branches and IRAP (CBI) across Canada.

In addition, the incumbent is responsible for the development and delivery of services which will promote and monitor sound contracting and procurement principles and practices. Leading by example and capable of undertaking strategic and complex projects, the incumbent is responsible for exercising functional authority and providing direction, assistance and advice to staff and clients in the goods, services and construction contracting process to all CBIs throughout the National Research Council. The incumbent is also responsible to coach and develop their team.

Screening Criteria

Applicants must demonstrate within the content of their application that they meet the following screening criteria in order to be given further consideration as candidates:

Education

Bachelor degree in Computer Science, Computer Engineering, Information Technology or Information Systems.

Equivalency: University degree or College diploma in business administration or in a related field. An equivalent combination of education and experience may also be considered.

A Supply Chain Management Professional designation with the Supply Chain Management Association of Canada (SCMA) would be considered an asset.

A certificate from a recognized supply chain organization would also be considered an asset.

  • Significant* and recent** experience in supervising procurement and contracting processes.
  • Significant* experience in the acquisition process for goods, services or construction.
  • Significant* experience in interpreting and applying contracting legislation, regulations and policies.
  • Significant* experience in providing expert advice and direction in the procurement and contracting process to all levels of management, including recommending strategies and course of actions.
  • Significant* experience in the management of a workforce engaged in complex, high risk, high dollar value procurement and contracting projects.
  • Significant* experience working on personal computers using MS Office (specifically Excel, MS Word and MS Outlook) and SAP or similar integrated business software.

Experience in a federal government environment would be an asset.

*Significant refers to at least 2 years of experience. **Recent refers to within the last 5 years.

Condition of Employment

Reliability Status

For a Reliability Status, verification of background information over a period of 5 years is required.

Candidates will be assessed on the basis of the following criteria:

  • Solid knowledge in supply chain management practices and principles for the acquisition of goods, services and construction services.
  • Excellent knowledge and ability to interpret and apply government contracting and procurement policies, regulations, Acts and legislation.
  • Ability to supervise, coach and direct staff.
  • Ability to design and deliver presentations with good business writing skills.
  • Ability to respond to inquiries from employees, superiors and clients, to enforce compliance with the provisions of the various instruments, to write NRC procurement recommendations and to make or guide contracting and procurement decisions that balance client needs with compliance requirements.
