The role will also support an e-sourcing RFSQ pilot, helping improve procurement processes and establish sourcing vehicles that enable more efficient technology service delivery.

Responsibilities

  • Project Coordination: Coordinate activities, stakeholders, timelines, and deliverables related to IT sourcing initiatives.
  • IT Service Categorization: Develop a matrix of IT service categories that can be supported by appropriate groups of vendors.
  • RFx Development: Develop and execute sourcing documents, including scopes of work, technical requirements, supplier questions, evaluation criteria, scoring matrices, and award‑route recommendations.
  • Vendor Prequalification: Establish fit‑for‑purpose sourcing vehicles to prequalify vendors across IT services, infrastructure, software, and technology‑related professional services.
  • RFSQ and E‑Sourcing Support: Support the RFSQ pilot by translating business, security, architecture, integration, and operational requirements into procurement‑ready content.
  • Template Development: Adapt existing IT RFP evaluation workbooks and templates for use in RFSQs or other RFx processes.
  • Process Improvement: Identify and document opportunities to improve IT project processes from proposal through completion, including the use of sourcing vehicles to accelerate delivery.
  • Stakeholder Engagement: Work with IT leadership, architecture, infrastructure, security, SCM, Finance, Legal, and executive stakeholders to gather requirements and maintain alignment.
  • Technical and Commercial Alignment: Ensure sourcing documentation reflects business needs, technical requirements, procurement governance, vendor oversight, and service delivery objectives.
  • Supplier Evaluation Support: Develop supplier qualification approaches and support technical due diligence, security and privacy reviews, demonstrations, and award‑route recommendations.
  • Workplan Development: Prepare workshop outputs and workplans aligning business, technical, commercial, and contractual requirements across organizational initiatives.
Key Deliverables
  • IT Service Category and RFx Prioritization Framework: Categorization and prioritization of IT service areas, with documented business and technical requirements to inform sourcing decisions. Contracted infrastructure services will be an early priority, with software development and research software development as potential future areas.

  • RFSQ and E‑Sourcing Support Package: Business, security, architecture, integration, and operational requirements prepared for the RFSQ process, including supplier qualification support and preparation for demonstrations, technical due diligence, privacy and security reviews, and award recommendations.
  • Business Needs Assessment and Workplan: Workshop outputs and a workplan aligning business, technical, commercial, and contractual requirements across IT initiatives over the next one to three years.
Qualifications
  • Minimum of 10 years of IT experience, including extensive experience in IT procurement, technology sourcing, or related roles such as Senior IT Business Analyst or IT Sourcing Consultant.
  • Demonstrated experience supporting technology sourcing initiatives and developing RFx instruments within complex institutional or enterprise environments.
  • Strong requirements‑gathering skills, with the ability to elicit, consolidate, and document requirements across multiple IT service domains.
  • Sufficient functional understanding of different IT domains to define requirements for technology service contracts.
  • Experience translating business, technical, security, architecture, integration, and operational requirements into RFx‑ready documentation.
  • Proven ability to develop evaluation criteria, supplier questions, scoring matrices, and decision‑support materials.
  • Strong project coordination skills, including managing stakeholders, activities, timelines, and deliverables.
  • Innovative problem‑solving skills and the ability to identify practical, fit‑for‑purpose sourcing solutions.
  • Excellent written and verbal communication skills, with the ability to engage technical and non‑technical stakeholders.
Preferred Skills
  • Experience working within public‑sector procurement environments.
  • Familiarity with Canadian trade agreements, including the Canadian Free Trade Agreement (CFTA), New West Partnership Trade Agreement (NWPTA), and Canada‑European Union Comprehensive Economic and Trade Agreement (CETA), or equivalent regulated procurement frameworks.
  • Experience with Lean principles or other process optimization approaches.
  • Experience supporting vendor management, technology service delivery models, and procurement process improvements.
  • Experience collaborating with IT architects, infrastructure managers, security teams, and procurement professionals.
