BC Assessment is currently looking for a temporary 6-month Senior Project Manager to join our Information and Technology Services division in our Victoria office.

Who you are

We are looking for someone with senior-level project management experience who enjoys bringing structure to complexity and helping teams deliver meaningful results. You’re comfortable leading projects from start to finish—balancing scope, timelines, budgets, and resources—while adapting your approach using both traditional and agile methods. You communicate clearly, think analytically, and approach challenges with a practical, solutions-focused mindset. Just as importantly, you enjoy working with others, facilitating thoughtful discussions, and creating clarity for clients and teams in a fast-paced, evolving environment.

What you’ll get to do

As a Senior Project Manager within IM/IT, you will play a key role in enabling the successful delivery of complex, high-risk systems initiatives that support organizational priorities. You’ll lead multiple projects end to end—from initiation through close—overseeing project planning, documentation, risk management, and delivery strategies to ensure outcomes are achieved on time, within scope, and on budget. You will provide leadership to multidisciplinary project teams, collaborate closely with third-party service providers, and facilitate stakeholder meetings and workshops that drive alignment, informed decision-making, and sustainable results.

As a Senior Project Manager, you will also:

  • Determine project scope, define deliverables in collaboration with PMO, and develop project charters to align with the direction of the program area.

  • Lead the preparation of detailed and complex project feasibility studies and business cases and provide recommendations for approval/funding through the Executive team and Senior Leadership Team.

  • Provide advice and recommendations to project steering committees and the Executive team based on a deep understanding of the needs of the project, program or operational initiative.

  • Manage progress and take/recommend corrective action to ensure projects are on time, within budget and meet quality standards and prepares related reports for Executive.

  • Accountable for project management processes to ensure the quality of information used for detailed project management reports and support the improvement of CPMO standards and practices.

  • Accountable for conducting benefits realizations, project evaluations post-implementation reviews, and documents findings for future reference.

  • Make presentations and provide advice to management and executives on project status.

  • Accountable for managing project risk in collaboration with the Finance Division and budgeting project costs and financial resources for the project.

This position is included in the bargaining unit.

  • Location: Victoria, BC

  • Compensation: $93,317.50 - $109,693.26

  • Competition Close Date: January 25, 2026 @ 11:59PM

*The compensation range above is based on the salary schedule outlined in the CUPE 1767 Collective Agreement. Successful candidates typically start at the minimum of the range (Step 1), with the opportunity to receive an increment after 12 months of service.

What you bring to the team
Education
  • Completion of a degree in computer science, business administration project management or related field.

Experience
  • Minimum five (5) years experience leading or managing complex IM/IT or business transformation projects.

  • Minimum five (5) years experience managing and overseeing concurrent projects with multiple competing priorities and timelines.

  • Experience managing project teams and working with diverse stakeholders.

  • Experience in the development of business cases and/or concept cases (e.g., feasibility studies, cost-benefit analysis, options papers).

  • Significant experience managing multiple complex projects. Experience should include managing relationships with senior-level stakeholders, leading consultation sessions and directing the work of professional employees.

  • Experience with business analysis methodologies, modelling techniques and the application and the software development life cycle

  • Experience independently managing multiple projects.

  • Experience directing the work of others (professional employees and/or consultants) in a team lead capacity and/or as a direct supervisor.

  • Experience managing relationships with clients and leading consultation sessions.

  • Experience in project management methodologies and change management processes.

Preference may be given to candidates with the following
  • Project Management Certification (e.g., AGILE Scrum Master, PMP, PRINCE2) or equivalent or advanced project management training.

  • Change management training or certification.

  • Experience negotiating contracts and managing IM IT contracted services.

  • Experience working with Senior Executives (e.g., Executive Director and above).

  • Experience with business analysis methodologies, modelling techniques and the application and the software development life cycle

  • Experience in the supervision of staff.

  • Experience in contract administration.

  • Experience directing the work of contracted resources.

Note: An equivalent combination of education and experience may be considered.
