Job description

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Commercial Management department within the CPG GO/UP team is looking for a Senior Manager, Commercial Management to join the team! Reporting to the Director, Commercial Management, you will lead and provide oversight of commercial governance and decision‑making for Operations, including coordination across the corporation. This role will provide commercial options and strategic advice to the Director, Commercial Management, VP-Commercial Management, and other Metrolinx partners and leaders.

What will I be doing?
  • Manage the development and implementation of comprehensive strategies, methodologies, tools and techniques for commercial management excellence and continuous improvement
  • Develop contract negotiation, governance and management strategies to ensure that contracts adhere to Metrolinx policies and procedures and to minimize corporate liability and risk
  • Collaborate with the both the Director and/or VP, Commercial Management and Senior Legal Counsel to ensure corporate documents reflect commercial management strategy and sound commercial principles
  • Manage the ongoing maintenance of standards, guidelines and contract and commercial management control systems
  • Collaborate with the contract administrators to ensure the financial health of the contracts in portfolio
  • Support the project delivery team by providing sound commercial advice and support in complex contractual matters
What Skills and Qualifications Do I Need?
  • Completion of a degree in Business, Accounting, Law, Contract Management, Audit, Risk Management, or a related discipline or an equivalent combination of education, training, and experience.
  • Demonstrated experience in progressively responsible roles related to the planning, design, construction, and operation of rail and/or transit infrastructure and services, and related works, including experience managing large, complex, multi‑year transit projects and/or operational contracts.
  • Project Management Professional (PMP), Certified Management Accountant (CMA), Certified Public Accountant (CPA), Certified Government Auditing Professional (CGAP), Certified Internal Auditor (CIA), and/or Certified Construction Contract Administrator (CCCA) designation would be an asset.
  • Knowledge of Contract Law, Canadian Construction Documents Committee documents (CCDC), Master Construction, Operating and Service Agreements, the Construction Act, Occupational Health and Safety Act, Environmental Assessment Act and the Professional Engineers Act, contracts documents, specifications and drawings, and legal statutes and proceedings.
  • Demonstrated ability to lead cross‑functional teams and influence stakeholders at all organizational levels, with strong mentoring, coaching, and team‑building skills to foster a culture of accountability and continuous improvement.
  • Demonstrated experience with auditing, compliance, or risk management, including experience in developing and overseeing implementation plans for audit responses and corrective actions, and the ability to assess and mitigate risks while ensuring adherence to internal and external compliance standards.
  • Strong organizational skills to lead a team, prioritize and manage multiple deadlines effectively, and proficiency in project management tools to track audit progress and deliverables.
