Job summary

The Town of Milton is seeking a senior manager to lead a portfolio of fire communications modernization projects, including CAD, RMS, and PSAP infrastructures, reporting to the Manager, Digital Transformation.

You will collaborate with internal stakeholders, community partners, and vendors to implement current-standard fire communications technologies and develop a governance framework for scalable service delivery aligned with long-term municipal goals.

  • Directs liaison, consultation, and negotiation activities; oversees RFP development, contract negotiations, and stakeholder relationships to support project needs.

Position Summary

Reporting to the Manager, Digital Transformation this position will play a key role in leading and delivering a portfolio of fire communications modernization projects. Working closely with internal stakeholders, community partners, and third-party vendors, this individual will apply project management, business analysis, and change management practices to implement current-standard fire communications technologies, including fire station alerting, Automatic vehicle location, EMS-TFF and the procurement and implementation of Computer Aided Dispatch (CAD) and Records Management System (RMS) solutions. The role will also evolve to develop the framework technical components, and operating/governance model required to extend fire communications services to other fire departments, supporting scalable service delivery, continuous improvement, and effective budget management.

Key Responsibilities Include:
  • Leads the organizational transition to modernized fire communications technologies and service delivery, ensuring current operational needs and long-term strategic goals of the Town of Milton are met through thorough evaluation of existing people, process, technology, standards, and directives.
  • Leads and manages community partners, and third-party resources to advance the design, sourcing, procurement, and implementation of fire communication radio systems, CAD, RMS, and fire station alerting systems and solutions.
  • Develops and manages capital and operating budget forecasts with Directors for projects impacting fire communications modernization.
  • Leads emergency response subject matter expertise, requirements gathering, and functional input to support the design, development, configuration, and testing of NENA i3 compliant fire communications solutions for the organization.
  • Directs liaison, consultation, and negotiation activities on behalf of the Town, participates in discussions and contract negotiations as required, seeks approvals, and acts in the best long-term interests of the organization.
  • Serves as the Town’s primary point of contact for external parties, manages RFP development, contract negotiations, and ongoing stakeholder relationships to support the needs of the project
  • Establishes functional requirements and provides input into the design and deployment of primary and secondary Public Safety Answering Point (PSAP) locations, aligned with the long-term growth and direction of the Town.
  • Directs and authorizes updates to internal and external stakeholders to support effective project coordination and decision-making.
Minimum Qualifications
  • A minimum five years’ senior management experience leading an emergency communication centers
Preferred Qualifications
  • Post-secondary diploma/degree from an accredited college or university or equivalent in Business / Public Administration
  • A Minimum of eight years’ of management experience in the Fire Services or related field with comprehensive supervisor experience within an unionized environment
  • A minimum of five years’ of management experience in the Fire Services or related field with comprehensive project management skills
  • Demonstrated knowledge of National Emergency Number Association (NENA) i3 NG911 architecture and standards.
  • Working knowledge of Geographic Information Systems (GIS) and TIF92 GIS (Mapping) and Common Addressing standards.
  • Must have valid Class “G” Ontario driver’s license with a satisfactory driving record.
  • Demonstrated Knowledge of NFPA and APCO standards
  • Project Management experience - including project planning, scheduling with significant project dependencies and managing third party service providers.
  • In-depth knowledge of and understanding of emergency response operations, processes, procedures and directives.
