Position Summary

The Corporate Asset Management Analyst provides research, analysis and recommendations for strategic decision making in the ongoing management of approximately $5.5B in City‑owned assets. The position supports the development of asset management strategy, policies, processes and programs to ensure activities are consistent throughout the organization and aligned with the City’s Strategic Plan. The analyst prepares business cases, procurement documents, memos and contracts and manages budgets and expenditures of specific projects to maintain services at the desired level of service for citizens.

Key Duties & Responsibilities
  • Assist in developing and updating asset management strategies, replacement plans and technical specifications.
  • Maintain and improve asset management practices aligned with industry standards.
  • Conduct equipment analysis to define problems and recommend strategic solutions.
  • Use data and metrics to support decision‑making, budgeting and resource planning.
  • Track and report on KPI data specific to the branch.
  • Research and draft detailed technical specifications within specified procurement software.
  • Support equipment investment decisions through evidence‑based analysis.
  • Conduct fleet life‑cycle analysis to determine fleet replacement schedule and report on vehicle and equipment utilization performance and suitability.
  • Prepare business cases, procurement documents, memos and contracts.
  • Assist in the development and updating of procurement retention and disposal policies.
  • Manage budgets and expenditures of specific projects.
  • Oversee vendor and manufacturer work to ensure suitability of work performed.
  • Inspect new equipment for compliance with specifications and follow‑up with manufacturers and vendors as required.
  • Ensure data integrity in asset inventories and systems; perform quality control.
  • Deliver asset management training and tools across departments to build consistency.
  • Collaborate across teams to improve processes, resolve issues and support asset‑related projects.
  • Perform related duties as required.
Key Qualifications
  • Degree in Engineering, Planning, Commerce, Economics, Business, Public Administration or related discipline with 1‑year work experience in an engineering technical or analytical environment.
  • Experience in asset management, computer science, geomatics and ISO standards is an asset.
  • Ability to monitor asset trends and provide expert advice on complex operational challenges.
  • Strong understanding of municipal infrastructure, asset management and project management principles.
  • Skilled in analyzing large datasets and using insights to support strategic decisions.
  • Proficient in tools like spreadsheets, databases, CAD, GIS and MS Office 365.
  • Capable of developing training materials and applying climate adaptation strategies.
  • Experienced in research risk analysis and statistical/economic decision‑making methods.
  • Effective communicator with the ability to present complex information and build consensus.
  • Strong writing skills for developing reports, policies and technical documents.
  • Skilled in stakeholder engagement, conflict resolution and change management.
Working / Other Conditions
  • Must possess a valid Class 5 driver’s license and have a vehicle available for work usage (a kilometer reimbursement is provided).
  • Typically normal office conditions apply with considerable use of computer and time spent. This position requires site visits and inspections which at times may require the individual to wear personal protective equipment (hard hat, safety glasses and steel‑toed boots).

  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina’s Criminal Record Check Policy.
  • Proof of education is required.
  • Additional assessments may be conducted to evaluate competencies, skills and knowledge.
