About Us

The Grande Prairie Regional Emergency Partnership (GPREP) is a collaborative municipal emergency management organization comprising the City of Grande Prairie, County of Grande Prairie, and the Towns of Beaverlodge, Sexsmith, and Wembley. Our mission is to enhance regional resilience and preparedness to respond to a range of emergencies. Working closely with first responders, municipal teams, law enforcement and other critical agencies, we coordinate a unified response to keep our communities safe.

Position Overview

GPREP is seeking a highly experienced, results-driven Manager to lead our regional emergency management initiatives. In this critical role, you will oversee and coordinate GPREP’s comprehensive emergency management framework, with a focus on developing, maintaining, and enhancing its capacity to meet municipal emergency management program standards. Reporting to the Chief Public and Protective Services Officer for the City of Grande Prairie (GPREP’s primary employer) and accountable to the GPREP Agency and Committee, you will manage all aspects of our emergency management framework to ensure optimal regional preparedness and effective response capabilities.

Key Responsibilities
  • Facilitate and Engage: Coordinate with the partner municipalities to ensure readiness and the ability to respond to large-scale emergencies and disasters. Collaborate with municipal staff, managers, municipal CAOs, and Council representatives. Act as a resource to the GPREP Agency consisting of municipal Directors of Emergency and to the Joint Regional Emergency Committee consisting of elected officials.
  • Establish and Maintain Relationships: Develop and strengthen trusted working relationships with first responder groups, key stakeholders, and external authorities including various levels of government and agencies, to enable coordinated incident responses.
  • Program Planning and Development: Manage the research, development, implementation, and evaluation of emergency management strategies to safeguard the communities through proactive and protective measures. Facilitate the development, implementation and tracking of annual and multi-year program priorities.
  • Compliance and Assessment: Ensure GPREP and the partner municipalities comply with and meet legal and legislative requirements including the Emergency Management Act, the Local Authorities Emergency Management Regulations, and the Alberta Incident Management System. Conduct annual hazard assessments.
  • Training and Exercises: Lead training and recruitment to ensure that there are trained and confident team members capable of effectively operating the incident command post (ICP), emergency coordination centre (ECC), and emergency social services (ESS) supports. Train staff and stakeholders on GPREP response procedures. Design and execute drills and exercises and evaluate their effectiveness.
  • Operational Readiness: Ensure operational readiness of tools and resources essential for response such as a Teams site, call-out system, response trailer and space designation.
  • Incident Response: Be prepared to respond to incidents on short notice, including providing 24/7 support as needed to fulfill IC 300 roles in large-scale emergencies.
  • Post-Incident Debrief and After-Action Reporting: Responsible for coordinating formal post-incident debrief and reporting following all GPREP activations.
  • Financial Oversight and Record Management: Oversee financial management including multi-year budget development and monitoring. Ensure response documentation is accurately retained and coordinate response invoices to maximize cost recovery.
  • Response plans: Develop and regularly update regional response plan and related documentation, ensuring consistency with emergency management bylaws, the Incident Command System (ICS), and the Alberta Incident Management System (AIMS).
  • Continuous Improvement: Monitor and evaluate the effectiveness of emergency management programs. Implement continuous improvement initiatives by incorporating lessons learned from past incidents and those in other jurisdictions. Facilitate after-action reviews, debriefs and prepare reports and action plans.
Qualifications
  • Education: Bachelor’s Degree and/or certification in Emergency Management.
  • Experience: Minimum of 5 years in a senior emergency management role, with proficiency in the Incident Command System (minimum IC 300).

  • Financial Acumen: Experience with budgeting, cost recovery, and familiarity with Alberta Disaster Recovery Program (DRP).
  • Resilience: Adaptable in high-pressure situations with flexible availability.
  • Continuous Improvement: Committed to integrating lessons learned for ongoing program enhancement.
  • Technical Proficiency: Advanced skills in Microsoft Office, Adobe Acrobat Pro, and essential emergency management software.
Secondment Opportunity

This opportunity may be filled through a secondment for a period of up to one (1) year. The secondment will provide employees with the opportunity to gain experience in the role while supporting organizational needs.

Hours

40 hours per week; 8 hours a day, generally Monday to Friday. Must have the flexibility to work weekends and evenings during emergency management activities and incident responses.
