Jobtailor is seeking a result-oriented Public Procurement Specialist in São Paulo to map opportunities across federal, state, and municipal levels, while monitoring portals for strategic tenders. You will collaborate with Sales, Legal, Finance, and Operations to craft competitive proposals and manage documentation through all tender phases.

Requirements include 3+ years in public procurement, familiarity with major portals, and strong analytical skills.

Qualificações

Bachelor's degree in business administration or related field.
Postgraduate qualification in public procurement is a plus.
At least 3 years of hands-on experience with public procurement.

Responsabilidades

Map and analyze public procurement opportunities at federal, state, and municipal levels.
Monitor procurement portals and identify strategic tender notices for the business.
Participate in all phases of the public procurement process.
Gather, organize, and update required documentation.
Support the preparation of questions, challenges to tender notices, and administrative appeals.
Monitor ongoing procurement processes and deadlines daily.
Work with Sales, Legal, Finance, and Operations to ensure competitive proposals.
Represent the company in electronic reverse auctions, competitive tenders, and other procurement procedures.
Support sales executives in developing proposals and contracts for public-sector clients.
Monitor departmental metrics and suggest workflow improvements.
Identify strategic risks and opportunities in procurement processes.
Ensure compliance with applicable laws and internal policies.

Map and analyze public procurement opportunities at the federal, state, and municipal levels
Monitor procurement portals and identify strategic tender notices for the business
Participate in all phases of the public procurement process
Gather, organize, and update required documentation
Support the preparation of questions, challenges to tender notices, and administrative appeals
Monitor ongoing procurement processes and deadlines on a daily basis
Issue and organize technical capacity certificates
Work with the Sales, Legal, Finance, and Operations teams to ensure competitive proposals
Represent the company in electronic reverse auctions, competitive tenders, and other procurement procedures
Support sales executives in developing proposals and contracts for public-sector clients
Monitor departmental metrics and suggest improvements to workflows and tools
Identify strategic risks and opportunities in procurement processes
Ensure compliance with applicable laws and internal policies
Coordinate approvals for bids, administrative or judicial appeals, proposals, and order acceptances from public-sector clients
Support internal requests from different departments
Stay up to date on changes to public procurement legislation
Prepare process reports when requested by the Coordination team

Requirements

Bachelor's degree in Business Administration, Accounting, Economics, or a related field
Specialization or postgraduate qualification in public procurement and contracts is a plus
At least 3 years of hands‑on experience with public procurement
Experience in technology or B2B services is a plus
Knowledge of Law 14,133/2021, Law 13,303/2016, Sistema “S” resolutions, and other regulations applicable to public procurement
Familiarity with Comprasgov (Comprasnet), Licitações-e, Novolicitações-e, CEF, Petronect, and similar portals
Intermediate to advanced Excel and PowerPoint skills
Analytical and organized profile, with strong priority management skills
