Job summary

Keystone Solutions seeks a Program Manager to lead technical teams on a client site, steering legacy system modernization and a new web-based solution. You will align stakeholders, manage Agile projects and ensure robust DevOps pipelines.

Qualifications

• Bachelor's degree in Computer Science with several years of software development experience.
• Proven leadership to unite stakeholders and build a strong network.
• Experience managing projects with Agile methodologies, especially Scrum.
• Strong knowledge of .NET (C#), microservices, REST APIs and event-driven design.
• Familiarity with CI/CD, GitLab pipelines and IaC concepts.
• Knowledge of Delphi/Windows apps is a plus and security-focused mindset.

Mission Overview:

Keystone Solutions is seeking a Program Manager to join our consultancy mission at a client site. In this role, you will lead technical teams, coordinate stakeholders, and manage projects while representing Keystone Solutions. You will be responsible for overseeing the development and maintenance of software applications and IT infrastructure.

Key Responsibilities:

• Supervise teams responsible for maintaining legacy software solutions and propose technical suggestions to stabilize parts of these applications.
• Oversee the migration of functionalities from other solutions to the legacy application, ensuring compatibility with the existing technology stack.
• Ensure the integration of migrated functionalities with other application modules and external systems.
• Ensure legacy applications remain compatible with future Windows versions and maintain stable performance.
• Lead the analysis and implementation of a new web-based solution, supervising backend and frontend development, as well as unit and integration testing.
• Ensure proper versioning of source code and documentation by the teams.
• Oversee DevOps aspects and the establishment of deployment pipelines for applications, services, and infrastructure (IaC).
• Manage teams responsible for infrastructure, networks, systems, integration, and continuous deployment.

Profile Required:

• Bachelor's degree in Computer Science with several years of experience in software development, including technical roles.
• Proven leadership skills, capable of uniting diverse stakeholders and building a strong network.
• Ability to adapt management style to different personalities and assess team members' skills for task assignment.
• Experience managing projects using Agile methodologies, particularly Scrum.
• Strong knowledge of .NET (C#) and experience with microservices, REST APIs, and event-driven approaches.
• Familiarity with CI/CD processes and deployment pipelines using GitLab.
• Experience with Infrastructure as Code (IaC) is a significant advantage.
• Knowledge of Delphi and Windows application development is a plus.
• Fluency in English and one of the national languages, with passive knowledge of the other being a real asset.
• Understanding of the police environment, particularly the Federal Judicial Police, is a valuable asset.

• Experience with monitoring tools such as Grafana or Prometheus.
• Proficiency in Microservices architecture, Microfrontend (Angular), and Event Driven development.
• Development skills in .NET (C#), Angular, HTML, and CSS.
• Experience with relational databases (PostgreSQL).
• DevOps experience with GitLab, CI/CD, Kubernetes, IaC, and Linux.
• Authentication knowledge using OpenID and O365.
