Role Context
The Structural Inspector provides independent field verification on behalf of the Consultant for complex bridge and tunnel construction. The assignment requires close coordination with the Structural Engineer, Assistant Resident Engineer, contractor, geotechnical teams, testing specialists, surveyors, and government authorities. The role directly influences structural quality, safety, durability, contractual compliance, and timely approval of critical infrastructure works.
Key Responsibilities
- Inspect bored piles, barrettes, pile caps, pier columns, abutments, and associated bridge foundations.
- Witness pile integrity testing including PIT and CSL as well as specified static and dynamic load testing.
- Verify reinforcement configuration, cover, lap lengths, couplers, embedments, and structural detailing before concrete placement.
- Check formwork stability, dimensions, alignment, levels, and construction tolerances prior to pour approval.
- Witness concrete pours, sampling, slump tests, temperature checks, and controls applicable to mass concrete.
- Inspect precast segmental box girders, I-girders, and U-girders during fabrication, delivery, handling, and erection.
- Monitor post-tensioning operations including duct placement, strand installation, stressing, elongation verification, grouting, and anchor protection.
- Confirm bridge bearing type, orientation, elevation, alignment, and pre-setting in accordance with design requirements.
- Inspect deck slabs, stitch pours, parapets, crash barriers, waterproofing systems, and asphalt overlay works.
- Verify expansion joints, drainage scuppers, and bridge deck accessories before acceptance.
- Inspect cut-and-cover excavations, diaphragm walls, secant pile walls, underpinning systems, and related tunnel structures.
- Monitor TBM activities where applicable, including segment checks, ring-build geometry, and annular grouting.
- Inspect sprayed concrete lining works for thickness, rebound control, curing, workmanship, and required panel or core testing.
- Verify installation of rock bolts, steel ribs, lattice girders, and primary structural support systems.
- Coordinate with geotechnical personnel when reviewing ground movement, convergence measurements, and instrumentation data.
- Inspect reinforcement, travelling formwork systems, and concrete placement for secondary tunnel linings.
- Check PVC and HDPE waterproofing membranes, welded seams, compartmentalization, and specified vacuum or spark testing.
- Inspect construction joints, water stops, injection hoses, and post-grouting works.
- Witness self-compacting and conventional concrete pours for tunnel crown and lining sections.
- Inspect cross passages, ventilation shafts, emergency exits, and other associated structural components.
- Review Inspection Requests and confirm pre-pour requirements are completed before structural activities proceed.
- Witness testing and acceptance activities in accordance with approved Inspection and Test Plans.
- Observe NDT procedures including UPV, rebound hammer, half-cell potential, and GPR where specified.
- Witness concrete cube and cylinder testing and verify related quality documentation.
- Check survey setting-out, levels, alignment, camber, tunnel geometry, and structural tolerances against IFC drawings.
- Raise NCRs and site observation reports for noncompliant work and track corrective actions through closure.
- Review delivered materials, mill certificates, batch records, and traceability documents against approved submittals.
- Enforce project HSE requirements during heavy lifting, post-tensioning, working at height, confined-space entry, and underground activities.
- Verify gas monitoring, emergency response, and tunnel evacuation arrangements when required.
- Stop unsafe activities and escalat[e] serious concerns immediately to the Structural Engineer or Assistant Resident Engineer.
- Participate in joint inspections and approvals with RTA, Dubai Municipality, DEWA, and other relevant authorities.
- Maintain daily inspection records, photographic evidence, and as-built documentation using Aconex or ProjectWise.
- Prepare daily and weekly inspection reports summarizing progress, quality concerns, testing status, and outstanding actions.
- Support snagging, de-snagging, taking-over, and defects-liability inspections for completed structural works.
Ideal Profile
- Bachelor 's degree in Civil Engineering or Structural Engineering.
- Minimum 8 years of structural inspection experience.
- Proven inspection experience covering both bridge and tunnel projects.
- Practical exposure to TBM, cut-and-cover, NATM, or SEM construction methods.
- Minimum 4 years of UAE or GCC experience on RTA, metro, transport infrastructure, or comparable authority projects.
- Consultant-side supervision experience is strongly preferred.
- RTA or Dubai Municipality approval as an Inspector Engineer is highly advantageous.
- Valid UAE driving license is preferred.
- Strong ability to interpret structural drawings, shop drawings, post-tensioning details, segmental lining drawings, and waterproofing details.
- Familiarity with precast segmental bridge construction and complex concrete works.
- Good understanding of TBM operations, ring-build geometry, shotcrete, and sprayed concrete lining methodologies.
- Working knowledge of ACI, AASHTO LRFD, BS, Eurocodes, and relevant ITA guidelines.
- Familiarity with FIDIC-based supervision and contractual inspection responsibilities.
- Proficient in Microsoft Office.
- Working knowledge of AutoCAD viewing tools.
- Strong technical reporting and documentation skills.
- Fluent written and spoken English.
- Comfortable working underground, in confined spaces, on rotating shifts, and during night works.
- High standards of integrity, impartiality, and professional judgement when acting on behalf of the Engineer.
