The role maintains visibility of workforce demand and capacity, coordinates mobilization and deployment activities, monitors competency requirements and provides resource analytics to help ensure appropriately qualified talent is available in line with project requirements.

Resource Planning and Deployment
- Maintain a rolling resource demand and capacity plan for DM&T and UPSTREAM Capital Projects by project, phase, discipline, location and contractor or PMC.
- Validate workforce inputs with project controls and delivery leads and identify gaps, surpluses and critical roles requiring action.
- Execute resource mobilization activities covering requests, approvals, onboarding readiness, site access prerequisites, rotation schedules and demobilization.
- Coordinate with Human Capital, project teams and PMCs to address staffing gaps within required project timelines.
- Work with discipline heads, project managers and package leads to maintain role profiles, competency requirements and staffing templates for Upstream project delivery positions.
- Ensure role and competency requirements are reflected accurately in sourcing and mobility activities.
- Coordinate vacancies and project deployments, including internal candidate shortlisting, interviews, offers, acceptance tracking, handovers and start-date alignment with project milestones.
- Act as the day-to-day focal point for project resourcing queries and coordinate with relevant stakeholders to resolve issues affecting mobilization.
Competency and Capability Management
- Maintain the approved competency library and dictionary for DM&T and UPSTREAM Capital Projects roles.
- Map roles to required competencies and keep role-to-competency records current.
- Coordinate updates to competency requirements with relevant stakeholders.
- Track and validate competence and skills evidence for deployed resources where applicable.
- Coordinate competency assessments and identify gaps requiring training, coaching, or possible role reassignment.
- Support Capital Projects workforce capability plans by coordinating information on skills gaps, training requirements and mobilization readiness.
- Track agreed capability actions and report progress to the line manager and project leadership.
- Support contractor or PMC consultant capability and capacity reviews by consolidating resource information, coordinating evidence collection and preparing required inputs.
Workforce Governance and Data
- Monitor workforce plan adherence against approved Human Capital plans.
- Track nationalization targets where relevant and contractor or PMC workforce ratios.
- Highlight deviations and recommend corrective actions.
- Maintain accurate and auditable resource information, including organization charts, assignment histories, cost centers, contract details and applicable location or visa status.
- Ensure approved systems and resource trackers are updated on time.
- Identify recurring resourcing constraints such as onboarding delays, unclear roles and duplication between projects.
- Implement practical improvements to trackers, templates, service levels and working practices.
Resource Analytics and Reporting
- Prepare weekly and monthly DM&T and UPSTREAM resource dashboards covering mobilization status, vacancies, critical roles, aging actions and forecast versus actual workforce positions.
- Use workforce information to provide clear insights for project leadership decision-making.
- Draft and coordinate management submissions for resourcing and mobility decisions, including exceptions, urgent mobilizations and critical approvals, ensuring that justification, risks, impacts and required endorsements are complete.
Operational Planning and Cost Control
- Support development of realistic short- and long-term Department operational plans aligned with Function objectives.
- Coordinate implementation tracking against established service levels.
- Support preparation of the Department annual budget in line with business objectives and operational plans.
- Monitor expenditure against approved budgets.
- Investigate and highlight significant variances and support appropriate reconciliation and cost-control actions.
Policies and Performance Management
- Support development and implementation of Department policies, processes, systems, standards, procedures, internal controls and Company guidelines.
- Contribute to development of Directorate KPIs and cascading of performance objectives within the Department.
- Help establish performance monitoring and progress reporting mechanisms.
- Support implementation of the Company Performance Management System in accordance with approved guidelines.
- Support reviews of Department organization structures to promote effective utilization of human capital.
People Development
- Coordinate inputs to Personal Development Plans, succession planning and talent pipeline activities with relevant Human Capital functions.
- Support development of employee knowledge and competencies, with emphasis on UAE Nationals in support of Emiratization targets.
Risk, HSE and Continuous Improvement
- Support identification and assessment of relevant risks within the Department and contribute to appropriate mitigation measures.
- Communicate corporate business ethics and the Company 's Code of Conduct and support compliance with applicable policies and guidelines.
- Promote innovation and support change-management initiatives aimed at improving Department operations and services.
- Recommend internal process improvements based on applicable best practices and approved standards.
- Support implementation of an HSE culture and compliance with relevant policies, procedures, systems, controls, legislation and sustainability guidelines.
- Ensure appropriate HSE training and induction for Department employees.
Management Information
- Ensure Department MIS and progress reports are prepared accurately and on schedule, providing Company Management with reliable information for effective business management.

Qualifications and Experience
- Bachelor 's Degree in Engineering or Business.
- An advanced professional degree in Project Management or Engineering is preferred.
- 10 years of experience in Oil and Gas and-or Capital Projects.
- At least 6 years of experience in a relevant specialist role covering resource management, workforce planning, mobility, or project resourcing.
- Broad understanding of Downstream Business and Capital Projects.
- Knowledge of Power BI, with PL-300 or a similar analytics credential or knowledge.
- Intermediate to advanced Excel knowledge or credential.
- Knowledge of Project Management Knowledge Areas and Engineering Disciplines.
- CAPM, PMP, or a similar Project Management certification, qualification, or relevant course is preferred.
