Position Overview: The Project Management Systems Lead - Group Delivery opportunity in Abu Dhabi, United Arab Emirates supports ADNOC Group 's Oil & Energy capital project operations by directing the selection, deployment and governance of project management and project controls systems. The position leads consistent adoption of portfolio management platforms, cost and scheduling applications, operating standards and administration practices across ADNOC Group Companies.
Role Purpose
Lead the development, implementation and ongoing improvement of project management systems across ADNOC Group Companies. Establish common standards for project management and project services tools, strengthen system administration capabilities and support efficient oversight of capital project delivery.
Key Responsibilities
Project Management Systems Strategy
- Define requirements for project portfolio applications, project-level management platforms, cost control systems and scheduling software.
- Lead the evaluation, selection, development, rollout and maintenance of project management and project services systems.
- Establish Group-wide standards, procedures, methodologies and system administration guidelines consistent with ADNOC requirements.
- Monitor adoption, compliance, performance and risks across Group Companies; elevate significant deviations to the Head of Function.
- Provide specialist advice on project management processes, software tools and system administration.
- Establish and lead a knowledge-sharing community for project management systems across the Group.
Project Controls and Delivery Support
- Help Project Managers apply approved project controls methodologies, processes and templates.
- Maintain project management and control systems from an administration and governance perspective.
- Identify emerging project issues and support the development of timely mitigation actions.
- Coordinate Management of Change (MoC) processes for changes affecting project scope or assets.
- Guide project management teams and integrated project management teams on system workflows, methodologies and reporting templates.
People and Capability Development
- Lead competency development initiatives for project management and project services personnel.
- Support career pathways, deployment guidelines, Personal Development Plans and succession planning.
- Assess system administration capability across Group Companies and identify development needs.
- Supervise departmental resources and activities to meet divisional objectives.
- Work with the Human Capability Group to develop staff capabilities, with attention to UAE National talent development and Emiratisation objectives.
Governance, Performance and Financial Control
- Direct implementation of approved departmental policies, internal controls and operational procedures.
- Contribute to divisional budget preparation and monitor departmental expenditure against approved allocations.
- Investigate material budget variances and recommend cost-control measures.
- Apply the company performance management framework and monitor departmental KPIs, annual performance commitments and Balanced Scorecard measures.
- Review departmental structures and recommend adjustments that improve resource utilization and support sustainability.
Process Improvement and HSE
- Encourage practical innovation, change management and continuous improvement in project services operations.
- Recommend improvements informed by industry practices and relevant ISO standards.
- Promote compliance with ADNOC HSE policies, applicable legislation, sustainability requirements and Codes of Practice.
- Ensure departmental personnel receive appropriate HSE induction and training.
- Prepare departmental management information and progress reports for leadership review.
Stakeholder Coordination
Work closely with Project Services function heads, discipline leads, Group Company project planning and management teams, and ADNOC 's Upstream, Downstream, TEO and IT functions. Engage senior representatives of project management consultants, third-party service providers and government entities as required.
Minimum Qualifications
Bachelor 's degree in Computer Engineering or a relevant discipline.
Required Experience: At least 15 years of experience in the development and management of project management systems.
