Position Overview
ADNOC Group is hiring a Senior Project Manager in Abu Dhabi, United Arab Emirates to lead major multidisciplinary engineering projects across Oil and Energy operations from initial concept through engineering, procurement, construction, commissioning, start-up and final handover. The role manages new plants, facilities and modifications to existing assets while maintaining technical integrity and delivering projects against established HSE, quality, cost and schedule objectives. Candidates require at least 12 years of Oil and Gas project engineering and execution experience, including five years leading multidisciplinary teams, consultants and contractors.

Job Purpose
The Senior Project Manager will manage, supervise and control the development and implementation of major multidisciplinary engineering projects from inception through completion and handover. The position is responsible for projects involving new plants and facilities as well as modifications to existing plants and systems. It ensures projects are developed economically and in accordance with shareholder guidelines, company requirements and established engineering and project management standards.
Major Project Development
- Lead and provide technical input into project proposals and conceptual development.
- Review source information and participate in technical meetings to establish future project requirements.
- Define, revise and refine project scopes and objectives during early development.
- Obtain and evaluate background information relating to technical feasibility and potential project costs.
- Recommend project alternatives where appropriate.
- Develop implementation strategies for major development projects.
- Participate in converting initial proposals into coherent and viable project plans.
- Lead refinement of project designs, specifications, costs and phasing in coordination with User Departments and relevant functions.
Project Execution and Leadership
- Direct project management teams through all phases from project initiation to commissioning and start-up.
- Coordinate multidisciplinary engineering teams assigned to designated field projects.
- Establish the basis for project execution through approved work programs, project standards and working procedures.
- Initiate and approve Terms of Reference for contractors.
- Ensure projects are executed according to established company procedures, engineering requirements and sound project management principles.
- Exercise the supervisory and financial authority established for the position.
- Deliver major development projects against defined HSE, quality, cost and schedule targets.
Engineering and Technical Integrity
- Coordinate project design and material specification activities.
- Maintain the technical integrity of surface facilities throughout the project lifecycle.
- Ensure applicable codes, practices and standards are incorporated into project execution.
- Lead technical coordination with relevant external parties.
- Develop and manage project definition, design and execution in accordance with company objectives and field development guidelines.
- Review work programs and proposals associated with project implementation and recommend acceptance or rejection as appropriate.
- Authorize evaluation of technical alternatives such as shop versus field-fabricated piping and concrete versus steel structures.
Consultant and Contractor Management
- Manage Project Management Consultants and ensure effective site supervision and project administration.
- Manage multinational contractors throughout project execution.
- Monitor contractor compliance with project requirements, approved plans and established standards.
- Appraise contractor performance against quality, cost, schedule and safety requirements.
- Ensure corrective actions are implemented when performance deficiencies are identified.
- Manage bidder pre-qualification activities where required.
- Review and endorse contract, purchase and subcontract recommendations.
- Review variation orders throughout the project lifecycle and ensure approved plans are updated accordingly.
HSE and Quality Management
- Ensure projects are executed safely and contractors comply with approved safety procedures and Method Statements.
- Oversee preparation of the Department 's project safety program.
- Monitor compliance with company safety rules and regulations.
- Evaluate and audit HSE performance and initiate remedial measures where deficiencies are identified.
- Establish and oversee quality and control standards for activities under the assigned projects.
- Maintain project delivery in accordance with established HSE and quality targets.
Cost and Commercial Control
- Exercise overall control over project budgets and individual contract costs.
- Review authorization for expenditure in accordance with applicable requirements.
- Coordinate project financial matters, including currency requirements and restrictions, import duty exceptions and financial forecasts.
- Monitor project costs throughout execution to maintain delivery within approved budgets.
- Report on the financial status of assigned projects.
- Attend Tender Board meetings as required.Manage projects in accordance with company financial policies and cost control requirements.
Commissioning and Start-Up
- Advise management on anticipated project completion dates to support start-up planning.
- Assist in developing start-up plans and associated manpower requirements.
- Coordinate agreement on completed portions of plants for acceptance by the End User.
- Direct project activities through commissioning and start-up.
- Support orderly transition of completed facilities to operational teams.
Management Reporting
- Provide management with accurate information on project progress.
- Prepare weekly project highlights.
- Produce monthly progress reports covering engineering, procurement and construction activities.
- Report significant issues affecting project cost, schedule, quality and safety.
- Maintain visibility of project performance and emerging risks throughout execution.
Technical Leadership
- Lead or participate in Divisional and company-wide committees as assigned.
- Provide guidance and specialist expertise within the relevant area of responsibility.
- Lead technical discussions and project-related meetings.
- Coordinate with Finance, Commercial Support, User Departments and other relevant Divisions throughout project development and execution.
- Direct multidisciplinary personnel, consultants and contractors toward achievement of project objectives.
Minimum Qualification
Bachelor 's Degree in Engineering or equivalent.
Minimum Experience, Knowledge and Skills
- Minimum 12 years of professional experience in Project Engineering and Project Execution within Oil and Gas projects.
- At least 5 years of experience leading multidisciplinary staff, consultants and contractors in defining and executing Oil and Gas projects.
- Sound knowledge of contracts, project planning and budget and cost control requirements.
- Strong project management and leadership skills.
