Job Purpose The Project Engineering Manager will manage engineering activities for assigned projects, ensuring timely completion within approved budgets while meeting required quality and HSE standards. The position directs multidisciplinary engineering coordination, reviews project documentation and maintains alignment between the Project Management Team, End Users, consultants, contractors and other parties throughout project execution.
Project Engineering Management
- Manage the project engineering team through all stages in coordination with relevant company entities and Divisions.
- Ensure engineering activities remain aligned with company strategies, commitments and project objectives.
- Coordinate multidisciplinary engineering functions associated with the design of assets and facilities.
- Monitor project engineering progress against established schedule, budget, quality and technical requirements.
- Review project documentation and provide appropriate technical feedback.
- Identify engineering constraints and support timely resolution to maintain project progress.
FEED and Project Definition
- Participate in development of detailed Statements of Requirements for assigned projects.
- Support preparation of implementation strategies covering the various project phases.
- Contribute to Front End Engineering and Design activities and packages.
- Coordinate project requirements with relevant stakeholders to establish an effective basis for subsequent engineering and execution.
- Support monitoring of project progress against agreed implementation strategies.
Tendering and Contractor Selection
- Participate in development of tender documentation.
- Provide professional engineering expertise during selection of Engineering Consultants, Project Management Consultants and contractors.
- Contribute to pre-qualification and technical bid evaluation activities.
- Evaluate technical submissions against project objectives, HSE and quality requirements, budget and schedule.
- Support selection processes that meet established technical and project requirements.
Engineering Consultant and EPC Coordination
- Coordinate and monitor work performed by licensors, Engineering Consultants and EPC contractors.
- Review contractor documentation and resolve conflicting technical comments when required.
- Identify engineering bottlenecks and recommend corrective measures to support timely project completion.
- Maintain coordination between the Project Management Team, End User, Engineer, contractor and other agencies involved in project delivery.
- Monitor contractor engineering activities against the approved project requirements.
Technical Assurance and Design Quality
- Review contractor strategies, plans, specifications, subcontracting strategies, methods and construction procedures.
- Verify alignment with the approved Scope of Work and applicable project specifications.
- Promote cost-effective and value-adding technical solutions throughout project execution.
- Ensure appropriate industry practices and current technologies are considered when selecting equipment, materials, systems, work methods and testing requirements.
- Maintain focus on engineering quality throughout the project lifecycle.
HSE and Quality Compliance
- Ensure company engineering, HSE and quality policies are incorporated into project execution.
- Coordinate with the HSE Division, Project Management Consultant and contractors on implementation of applicable requirements.
- Monitor compliance with ADNOC Onshore and ADNOC HSE procedures.
- Report incidents and occupational illnesses to the Line Supervisor.
- Immediately elevate identified unsafe practices or conditions to the Line Supervisor.
- Carry out assigned emergency responsibilities in accordance with the applicable emergency organization.
Pre-Commissioning and Commissioning
- Review contractor pre-commissioning and commissioning procedures and plans.
- Supervise pre-commissioning and commissioning activities.
- Coordinate work performed by assigned multidisciplinary teams during commissioning stages.
- Maintain effective coordination between relevant project parties to support completion and readiness of facilities.
Supervision and Staff Development
- Plan, supervise and coordinate activities within the assigned area to meet functional objectives.
- Train and develop assigned personnel in relevant technical and project engineering skills.
- Support staff development to improve proficiency and delivery of Section objectives.
Budget and Performance Management
- Provide input for preparation of Section and Department budgets.
- Assist with implementation of approved budgets and work plans.
- Investigate and highlight significant variances affecting project performance and cost control.
- Contribute to achievement of approved Section and Department performance objectives.
Policies, Systems and Continuous Improvement
- Implement approved Section and Department policies, processes, systems, standards and procedures.
- Support execution of work programs in accordance with company and international standards.
- Design and implement tools and techniques to improve operational process quality and efficiency.
- Identify opportunities to improve internal processes against relevant practices and ISO standards.
Reporting and Stakeholder Coordination
- Provide input for Section Management Information System and progress reports for company management.
- Coordinate with internal stakeholders and departments across the company.
- Interface with ADNOC Group companies and relevant government entities.
- Maintain project-related coordination with local and international companies, consultants, contractors and vendors.
- Work with Engineering Consultants, EPC contractors and suppliers throughout relevant project stages.
Minimum Qualification
- Bachelor 's Degree in Mechanical Engineering, Electrical Engineering, or Instrument and Control Engineering.
Minimum Experience, Knowledge and Skills
- Minimum 8 years of similar professional experience.
- At least 4 years of experience in a relevant senior supervisory role.
- Experience managing multidisciplinary engineering functions for the design of assets and facilities.
- Experience in preparation of Front End Engineering and Design packages within the Oil and Gas industry.
- Experience coordinating engineering consultants, contractors and multidisciplinary project teams.
