Specialist - Global Employee Benefits in Dubai, United Arab Emirates is a Human Resources opportunity supporting Amazon’s international business expansions and mergers and acquisitions. The role will contribute to the design, implementation, integration, governance, and documentation of employee benefit programs across multiple countries, including health and welfare, financial benefits, pension arrangements, and time‑away programs. The successful candidate will work with HR, Payroll, Talent Acquisition, Finance, Compliance, Operations, external consultants, and benefit providers to deliver compliant and competitive programs for newly established or acquired Amazon entities. Strong project ownership, analytical capability, vendor management, and international benefits knowledge are essential.

The Specialist - Global Employee Benefits will support the benefits workstream for Amazon expansion and acquisition projects worldwide. The position will help evaluate local market practices, regulatory obligations, employee needs, financial impact, and alignment with Amazon’s Global Benefits Framework. The specialist will assist projects from initial due diligence and benefit design through provider selection, implementation, stabilization, and transfer to regional administration teams. The role will also support the integration of acquired employee populations into established Amazon benefit programs where appropriate.

Key Responsibilities
  • Support employee benefit strategy for global expansion and merger and acquisition initiatives.
  • Assess benefit requirements for new entities, countries, and acquired employee populations.
  • Help design programs aligned with Amazon’s benefits philosophy, local market practices, regulatory obligations, and business needs.
  • Contribute to benefit proposals covering health and welfare, financial protection, pensions, workers compensation, and time‑away programs.
  • Prepare cost‑impact analyses, market comparisons, implementation recommendations, and supporting documentation.
  • Collect input from HR, Finance, Payroll, Talent Acquisition, Legal, Compliance, and other stakeholders.
  • Document stakeholder feedback and incorporate approved changes into benefit recommendations.
  • Support end‑to‑end implementation of approved employee benefit programs.
  • Develop project plans, implementation schedules, action trackers, and governance mechanisms.
  • Coordinate the selection, contracting, onboarding, and setup of benefit providers.
  • Assemble the internal and external resources required for successful program delivery.
  • Develop benefit policies, operating procedures, employee communications, and administrative guidance.
  • Monitor programs during the stabilization period and resolve implementation issues before transition.
  • Transfer established programs to regional benefits and plan‑administration teams with complete documentation.
  • Support benefit integration during acquisitions in countries where Amazon already operates established programs.
  • Compare acquired‑company benefits with Amazon programs and identify integration requirements, gaps, and risks.
  • Coordinate transition activities involving benefit providers, payroll systems, employee records, and communications.
  • Confirm that benefit programs comply with applicable local laws, tax requirements, and regulatory standards.
  • Monitor benefit costs, financial exposure, future funding requirements, and market competitiveness.
  • Support governance reviews and maintain complete records of benefit design and implementation decisions.
  • Manage vendor relationships across newly launched entities and benefit programs.
  • Monitor supplier service quality, contractual performance, cost, responsiveness, and employee experience.
  • Resolve provider performance concerns and coordinate corrective actions when required.
  • Track benefits workstreams across several expansion and acquisition projects simultaneously.
  • Participate in meetings with expansion project managers, HR leaders, Payroll, Talent Acquisition, Compliance, and operational teams.
  • Prepare regular project updates, risk reports, cost summaries, and recommendations for stakeholders.
  • Identify opportunities to simplify benefit processes, improve administration, and strengthen employee satisfaction.
Ideal Profile
  • Bachelor’s degree in human resources, business administration, finance, law, or a related discipline.
  • Between 3 and 5 years of professional experience in employee benefits.
  • Experience developing and delivering multi‑country employee benefit programs.
  • Knowledge of international health and welfare, financial protection, pension, and time‑away benefits.
  • Experience supporting global expansion, entity setup, organizational integration, or merger and acquisition projects is advantageous.
  • Ability to manage complete projects independently from planning through implementation.
  • Strong analytical skills and attention to financial, regulatory, and administrative detail.
  • Experience preparing benefit proposals, cost analyses, policies, process documents, and project reports.
  • Demonstrated vendor‑management experience and ability to build productive external partnerships.
  • Strong written and verbal English communication skills.

  • Experience working with HR, Payroll, Finance, Legal, Compliance, Operations, and systems teams.
