Job Purpose

The Project Engineer will manage, supervise and control the development and implementation of a diverse portfolio of multidisciplinary projects, taking assignments from initial definition through completion, commissioning and handover. The role provides planning, contracting and site construction support while delivering the technical and project management input required for safe, economical and successful project execution.

Key Accountabilities

• Project Planning and Contracting
  • Create Acquisition Requests and prepare all associated documentation.
  • Develop contracting strategies in coordination with TC(ENG), including recommendations covering EPC versus PC and call-off contracts.
  • Develop project scopes of work in accordance with approved engineering packages.
  • Review budget estimates provided by TC(ENG), compare them with contractor quotations and identify potential optimization opportunities.
  • Participate in tender evaluations against established technical specifications and assess the technical merits of submissions during contractor selection.
  • Accompany contractors during site visits to assess the magnitude and location of proposed work and its interaction with existing facilities.
• Engineering and Project Execution
  • Review Technical Queries submitted by contractors in coordination with engineering teams.
  • Develop project execution strategies with Site teams in accordance with applicable project execution standards.
  • Coordinate project activities across engineering, contracting, construction and site functions.
  • Manage multinational EPC contractors in accordance with established project management principles and HSE requirements.
  • Ensure contractors submit mandatory project deliverables, including drawings, Method Statements, MARs, ITPs, Execution Plans and Work Schedules.
  • Review and approve contractor deliverables in accordance with contracts, SRO scope and AGES requirements.
• Project Controls
  • Monitor and report project performance against approved plans, covering scope, schedule, quality, cost, earned value and estimates.
  • Maintain oversight of project delivery to support completion within approved time, cost, safety and quality requirements.
  • Monitor expenditure and forecast potential budgetary impacts against approved estimates.
  • Follow up with contractors regarding invoice submissions and milestone payments.
  • Manage change orders, contractor claims and variation requests and secure required approvals in accordance with the Delegation of Authority.
• Risk and Contractor Management
  • Identify, manage and resolve project risks throughout execution.
  • Maintain the project risk register and escal ... high-impact risks to the Team Leader.
  • Monitor contractor performance throughout project execution.
  • Review contractor evaluations in accordance with PD procedures.
  • Maintain effective coordination with contractors and internal stakeholders to address delivery issues.
• Testing, Commissioning and Handover
  • Participate in Factory Acceptance Tests and Site Acceptance Tests.
  • Support pre-commissioning and commissioning activities.
  • Review and endorse final completion certificates in coordination with the asset owner.
  • Review project Close-out Reports covering schedule, cost, quality, HSE performance and lessons learned.
  • Transfer relevant project outcomes and lessons learned to the asset owner and PD knowledge base.

Qualifications and Experience

• Bachelor's Degree in a relevant Engineering discipline.
• Minimum 8 years of experience in a similar position within Oil and Gas companies.
• Experience managing multidisciplinary projects through engineering, construction, commissioning and handover stages.
• Understanding of contracting, tender evaluation and EPC project execution.
• Knowledge of project cost, schedule, quality and earned value monitoring.
• Experience managing contractor claims, variations and project risks.
• Knowledge of HSE requirements applicable to oil and gas project execution.
• Experience coordinating FAT, SAT, pre-commissioning and commissioning activities.
