Role Context

Senior Advisor - Safety and Environment will provide strategic and technical leadership for safety, health, and environmental performance across infrastructure and STP-related project environments. The role focuses on building proactive risk controls, improving site safety culture, maintaining environmental compliance, reducing incidents, and ensuring project teams follow approved procedures, UAE regulations, ISO 14000 and ISO 14001 requirements, and international best practices. The selected candidate will help protect employees, contractors, visitors, assets, and surrounding communities while supporting operational excellence and responsible project delivery.

Key Responsibilities
  • Develop, implement, and maintain integrated Safety, Health and Environment programs, policies, procedures, and controls aligned with project objectives and regulatory requirements.
  • Conduct hazard identification, risk assessments, workplace inspections, and safety analysis to identify unsafe conditions, unsafe practices, and operational exposure areas.
  • Design and monitor hazard control processes, preventive programs, and mitigation measures that reduce workplace risks and support a proactive safety culture.
  • Lead incident investigations for accidents, near misses, safety violations, and environmental events, including root cause analysis and corrective action planning.
  • Perform regular safety audits and site inspections across facilities, construction areas, STP works, equipment zones, and operational activities.
  • Document audit findings, communicate corrective actions, and follow up with responsible teams until closure.
  • Develop and deliver safety inductions, toolbox talks, awareness sessions, and training programs for employees, contractors, visitors, and project stakeholders.
  • Monitor safety performance metrics, key performance indicators, incident statistics, audit results, and compliance trends for management reporting.
  • Prepare monthly and periodic SHE reports with clear analysis, recommendations, and performance improvement actions.
  • Ensure compliance with ISO 14000 and ISO 14001 standards, UAE regulations, Dubai requirements, project procedures, and applicable federal standards.
  • Collaborate with engineering, quality assurance, regulatory compliance, operations, and project teams to integrate SHE requirements into planning and execution.
  • Review method statements, activity hazard analyses, risk assessments, permit-to-work procedures, and contractor safety documentation.
  • Verify proper maintenance, calibration, availability, and safe operation of safety equipment, emergency systems, and monitoring tools.
  • Lead SHE meetings with internal teams, contractors, and stakeholders to discuss risks, lessons learned, compliance actions, and safety improvement plans.
  • Develop environmental management strategies covering waste disposal, pollution control, recycling, resource conservation, and site environmental protection.
  • Represent management during regulatory inspections, audits, and authority interactions while maintaining transparent compliance communication.
  • Stay updated on safety regulations, environmental standards, industry best practices, and new technologies that can improve SHE performance.
  • Mentor junior safety personnel and support their technical development, reporting capability, and professional growth.
  • Prepare comprehensive SHE plans based on historical performance, lessons learned, operational risks, and forward-looking project requirements.
  • Support continuous improvement by encouraging employees and contractors to report hazards, share concerns, and participate in safer work practices.
Ideal Profile
  • Engineering diploma or equivalent qualification as a minimum educational requirement.
  • Minimum 10 years of progressive experience in Safety, Health and Environment roles within corporate, industrial, construction, infrastructure, or utility project environments.
  • Strong exposure to sewage treatment plant projects is required.
  • UAE experience is highly preferred, with strong knowledge of local regulations, Dubai requirements, and compliance standards.
  • Relevant HSE certifications such as NEBOSH or IOSH are strongly preferred.
  • Demonstrated expertise in hazard identification, risk assessment, hazard control programs, safety inspections, and incident investigation.
  • Proven experience designing and implementing safety and environmental management systems.
  • Strong knowledge of ISO 14000, ISO 14001, environmental management practices, waste control, pollution prevention, and resource conservation.
  • Ability to conduct root cause analysis and prepare practical corrective and preventive action recommendations.
  • Good knowledge of method statements, activity hazard analysis, permit-to-work systems, audit procedures, and contractor safety management.
  • Proficient in computer systems, spreadsheets, data analysis tools, safety tracking, and SHE reporting.
  • Excellent written and verbal communication skills with the ability to explain complex safety information clearly to different audiences.
  • Strong leadership ability with experience mentoring team members and influencing safety culture across all organizational levels.
  • Analytical, detail-oriented, and capable of managing multiple safety and environmental initiatives at the same time.
  • Flexible, resilient, and able to work effectively in changing project conditions and high-pressure site environments.
