Role Context

The HSE Engineer provides technical oversight and governance for health, safety, and environmental performance across ADNOC projects. The position develops and reviews HSE systems, procedures, audit programs, studies, and contractor requirements while working closely with engineering, construction, commissioning, consultants, and Group HSE teams. The role directly influences project risk reduction by identifying hazards early, ensuring compliance with HSE Impact Assessment requirements, strengthening contractor controls, and verifying that project activities meet company, legal, environmental, and occupational safety expectations.

Key Responsibilities
  • Review project work environments and identify chemical, physical, biological, ergonomic, occupational health, and safety hazards.
  • Develop programs, procedures, controls, and work practices designed to prevent injury, occupational illness, environmental impact, and unsafe conditions.
  • Conduct project inspections and verify compliance with applicable health, safety, environmental, and occupational regulations.
  • Supervise assigned HSE personnel and coordinate unit activities against approved objectives.
  • Develop HSE scopes of work for engineering consultants, contractors, and project service providers.
  • Verify that project Environmental Management Systems comply with HSEIA, EIA, applicable Codes of Practice, project-specific studies, and approved recommendations.
  • Review project HSE targets, schedules, and performance indicators to confirm progress against corporate and project requirements.
  • Develop and maintain safety and environmental standards, procedures, guidelines, and contractor requirements.
  • Prepare annual HSE audit plans and training programs covering relevant project and operational areas.
  • Maintain HSE documents and records in compliance with Integrated Management System requirements.
  • Review engineering and consultant design deliverables to verify incorporation of ADNOC safety requirements.
  • Coordinate technical review and approval of project safety studies, environmental studies, and supporting HSE documentation.
  • Review contractor and consultant HSE activities to confirm compliance with required quality, engineering, and safety standards.
  • Participate in HAZOP studies, safety reviews, environmental assessments, incident investigations, and technical report evaluations.
  • Support technical evaluation of HSE-related tender submissions for new projects.
  • Coordinate review and approval of Health, Safety and Environmental Impact Assessment studies.
  • Lead preparation of annual sustainability reports for submission to the relevant HSE management function.
  • Develop implementation plans for ADNOC HSE guidelines and Codes of Practice and coordinate required resources.
  • Provide technical HSE support during project construction and commissioning activities.
  • Evaluate safety equipment requirements and promote the use of appropriate modern technology and recognized protection systems.
  • Ensure applicable statutory, company, and project safety requirements are incorporated into project execution.
  • Review and endorse HSE documentation submitted by engineering consultants and contractors.
  • Conduct regular site visits to verify implementation of approved HSE systems and project safety controls.
  • Supervise project Safety and Health Programs and monitor adherence to established requirements.
  • Monitor sites periodically to identify gaps in compliance and initiate required corrective measures.
  • Develop, implement, maintain, and continuously improve HSE management systems across assigned projects.
  • Support implementation of ADNOC HSE accountability framework requirements and reinforce a strong HSE culture.
  • Conduct statistical analysis of HSE performance data and use findings to identify trends and areas requiring intervention.
  • Develop fit-for-purpose HSE Management Systems in accordance with current organizational and regulatory requirements.
  • Establish and implement HSE audit programs for project sites.
  • Prepare annual HSE correspondence and reports for senior management.
  • Establish document control arrangements for HSEMS documentation, procedures, programs, and supporting records.
  • Review HSE deliverables during Appraisal, Select, FEED, and Execute project phases.
  • Prepare, maintain, and submit project safety reports and track required environmental permits.
  • Monitor compliance with company, federal, provincial, and local health, safety, environmental, and occupational regulations.
  • Report health, safety, and environmental performance to Group HSE management.
Ideal Profile

The successful candidate should hold a Bachelor 's Degree in Engineering, Science, or a closely related field and have at least 8 years of experience in safety engineering and HSE management systems. Candidates should have practical experience supporting complex engineering or industrial projects and be comfortable reviewing project HSE deliverables across design, FEED, construction, commissioning, and operational readiness stages. Strong knowledge of occupational safety, environmental management, HSE audits, HAZOP studies, incident investigation, HSEIA, EIA, contractor management, and regulatory compliance is important. Good computer skills and a strong command of English are required. Membership in a recognized international safety engineering organization is preferable, while a Diploma in Health and Safety Engineering will be considered an advantage.
