Role Context

The Senior Advisor - Safety Health Environment will provide senior-level guidance for safety, health, and environmental programs across infrastructure and sewage treatment plant project activities. The role requires strong technical judgment, regulatory knowledge, leadership ability, and practical site awareness to reduce risks, improve compliance, and support safe project delivery. By developing SHE plans, leading investigations, monitoring performance, and mentoring safety personnel, the position will help protect employees, contractors, visitors, assets, and the environment while supporting operational excellence in Dubai.

Key Responsibilities

• Develop, implement, and maintain integrated Safety, Health and Environment programs, policies, and procedures aligned with project needs and regulatory requirements.
• Conduct detailed hazard identification, risk assessments, and workplace safety analysis across operational areas, construction activities, and treatment plant environments.
• Design and monitor hazard control processes, preventive programs, and corrective measures that reduce workplace risks and improve safety performance.
• Lead incident investigations for accidents, near misses, unsafe practices, and safety violations, including root cause analysis and corrective action planning.
• Prepare detailed investigation reports with practical recommendations for prevention, compliance improvement, and long-term risk reduction.
• Perform regular safety audits, site inspections, facility checks, and process reviews to identify non-compliance and improvement opportunities.
• Develop and deliver SHE training, inductions, toolbox sessions, and awareness programs for employees, contractors, visitors, and project teams.
• Track safety performance metrics, KPIs, incident statistics, audit findings, and corrective action status for periodic management reporting.
• Ensure compliance with ISO 14000 and ISO 14001 environmental management standards, UAE regulations, Dubai requirements, and applicable project standards.
• Collaborate with engineering, quality assurance, regulatory compliance, operations, and project delivery teams to integrate SHE requirements into daily work.
• Review safety inputs in method statements, activity hazard analyses, permit-to-work procedures, risk assessments, and project execution plans.
• Verify that safety equipment, emergency systems, monitoring devices, and protective arrangements are properly maintained, calibrated, and operational.
• Lead SHE meetings with internal teams, contractors, and stakeholders to discuss safety concerns, lessons learned, actions, and best practices.
• Develop environmental management initiatives covering waste disposal, pollution control, recycling, resource conservation, and environmental protection.
• Represent management during regulatory inspections, audits, and compliance reviews while maintaining transparent communication with relevant authorities.
• Stay updated with changing safety regulations, environmental requirements, industry best practices, and new technologies that can improve safety performance.
• Mentor junior safety personnel and support their technical development, reporting discipline, and professional growth.
• Prepare comprehensive SHE plans based on historical project data, lessons learned, risk trends, and forward-looking operational analysis.
• Promote an inclusive safety culture where employees and contractors feel encouraged to report hazards and contribute to continuous improvement.

Ideal Profile

• Engineering Diploma or equivalent qualification as a minimum educational requirement.
• Minimum 10 years of progressive experience in Safety, Health and Environment roles within corporate, industrial, infrastructure, or construction organizations.
• Strong exposure to sewage treatment plant projects is required.
• UAE experience is highly preferred, with sound knowledge of local regulations, Dubai compliance requirements, and applicable safety standards.
• Relevant HSE certifications such as NEBOSH or IOSH are preferred.
• Demonstrated expertise in hazard identification, risk assessment, activity hazard analysis, and hazard control program development.
• Proven experience designing and implementing safety and environmental management systems.
• Strong knowledge of ISO 14000 and ISO 14001 standards and international environmental management best practices.
• Experience conducting incident investigations, root cause analysis, audit reviews, safety inspections, and corrective action follow-up.
• Strong understanding of local UAE and Dubai regulatory requirements, compliance standards, and site safety expectations.
• Proficiency with computer systems, data analysis tools, spreadsheet applications, and safety performance tracking methods.
• Excellent written and verbal communication skills with the ability to present technical safety information clearly to different audiences.
