Overview

HSE Director - Project Safety in Dubai, United Arab Emirates is a senior Civil Engineering leadership role for an experienced safety and health professional who can oversee HSE strategy, ESHARP program implementation, incident investigation, regulatory compliance, project risk reduction, and safety performance across multiple infrastructure and engineering projects. This opportunity is suited for a Certified Safety Professional with strong international safety standards knowledge, proven supervisory experience, and the ability to guide project-based HSE Managers across complex business units and project locations.

Responsibilities
  • Develop, communicate, and oversee Parsons Environment Safety Health and Risk Program management across assigned project locations.
  • Provide senior HSE guidance to business unit managers on health and safety regulations, reporting obligations, training needs, and project safety issues.
  • Monitor the effectiveness of safety and health programs across operations and recommend improvements where performance gaps are identified.
  • Lead or oversee investigations of serious incidents, near misses, non‑compliances, and high‑risk events.
  • Ensure incident investigations include strong root‑cause analysis, corrective actions, preventive actions, and lessons learned for wider project application.
  • Manage internal HSE reporting, recordkeeping requirements, safety statistics, and workers compensation claim procedures.
  • Coach, mentor, and manage project HSE Managers and safety professionals across multiple project locations.
  • Build a collaborative and high‑performing HSE community of practice across business units and project teams.
  • Support integration of HSE requirements into project planning, design reviews, constructability reviews, risk assessments, and execution strategies.
  • Work with project leaders to reduce safety risks at source before construction and operational activities begin.
  • Collect, analyze, and maintain safety information and statistics for business units, projects, and operational activities.
  • Keep senior management informed of significant internal and external developments related to health, safety, environmental risk, and regulatory compliance.
  • Assist business development teams by preparing and supporting HSE proposal data when required.
  • Deliver safety training programs across different levels of the organization.
  • Provide technical direction on domestic and international safety standards applicable to infrastructure, construction, engineering, and project delivery environments.
  • Support consistent implementation of safety culture, compliance discipline, field risk controls, and continuous improvement across assigned operations.
Ideal Profile
  • Bachelor's degree in Occupational Safety and Health or a closely related field.
  • Equivalent professional experience may be considered where it demonstrates strong HSE leadership capability.
  • Minimum 12 years of related experience in safety and health.
  • Certified Safety Professional certification is required.
  • Supervisory experience managing safety professionals across multiple project locations.
  • Strong ability to manage HSE teams across domestic and international operations.

  • Proven experience supporting construction, infrastructure, engineering, or project‑based environments.
