The Senior SH&E Advisor will act as the principal source of safety, health, and environmental guidance for management, project teams, and site personnel. The role will convert legal obligations, international standards, and organizational objectives into practical systems that protect employees, contractors, communities, assets, and the environment. This position carries responsibility for strengthening safety leadership across roads and infrastructure projects.

Through audits, inspections, risk assessments, investigations, training, performance reporting, and regulatory coordination, the advisor will help prevent incidents, improve operational controls, and maintain consistent compliance throughout project delivery.

Key Responsibilities
  • Serve as the main contact for safety, health, and environmental matters across assigned projects and operations.
  • Provide expert SH&E advice to senior management, engineers, construction teams, contractors, and support departments.
  • Develop and maintain comprehensive SH&E strategies aligned with organizational objectives and regulatory requirements.
  • Prepare project‑specific safety plans, environmental controls, procedures, standards, and implementation programmes.
  • Integrate SH&E requirements into planning, design reviews, procurement, construction, commissioning, and handover activities.
  • Conduct formal risk assessments covering construction operations, equipment, work environments, and occupational exposure.
  • Review task risk assessments, method statements, job safety analyses, and permit‑to‑work controls.
  • Lead regular safety inspections and management audits across roads and infrastructure project sites.
  • Identify unsafe acts, hazardous conditions, environmental risks, and weaknesses in operational controls.
  • Issue clear findings and assign corrective actions to responsible project personnel.
  • Monitor corrective and preventive actions through verification and formal closure.
  • Lead investigations into accidents, injuries, environmental incidents, near misses, and high‑potential events.
  • Determine immediate, underlying, and systemic causes using recognised investigation techniques.
  • Prepare investigation reports and recommend controls that prevent similar incidents from recurring.
  • Analyse safety trends, leading indicators, lagging indicators, and recurring non‑compliance issues.
  • Develop and deliver induction programmes, toolbox talk materials, management briefings, and technical SH&E training.
  • Assess workforce competency and recommend additional training or authorisation where required.
  • Manage emergency preparedness, response planning, crisis management procedures, and practical drills.
  • Coordinate emergency arrangements involving fire, medical incidents, environmental releases, severe weather, and major construction events.
  • Review contractor SH&E performance and ensure compliance with approved project requirements.
  • Support pre‑qualification and evaluation of contractors from a safety and environmental perspective.
  • Supervise junior SH&E personnel and provide technical guidance, coaching, and performance feedback.
  • Establish inspection priorities and allocate responsibilities across the SH&E team.
  • Prepare detailed reports, dashboards, presentations, and recommendations for senior management.
  • Communicate significant risks and compliance concerns clearly to project leadership.
  • Maintain current knowledge of UAE legislation, authority requirements, and international SH&E standards.
  • Support compliance with ISO 45001 occupational health and safety requirements.
  • Promote alignment with ISO 14001 environmental management principles.
  • Liaise with government authorities, regulators, clients, and external auditors on SH&E matters.
  • Represent the organisation during inspections, audits, meetings, and regulatory reviews.
  • Maintain accurate records of inspections, incidents, training, audits, risk assessments, and corrective actions.
  • Use SH&E software and reporting tools to monitor performance and maintain reliable data.
  • Travel within the UAE for site inspections, audits, meetings, and project support when required.
  • Attend in‑person Day 1 onboarding at an AECOM office as a condition of employment.
Ideal Profile
  • Bachelor's degree in Occupational Safety, Environmental Science, Engineering, or a related discipline.
  • NEBOSH Diploma or an equivalent professional qualification is required for candidates with engineering or related degrees.
  • Minimum 10 years of relevant safety, health, and environmental experience.
  • Strong supervisory and leadership experience within major construction or infrastructure environments.
  • Demonstrated involvement in roads, highways, utilities, bridges, or related infrastructure projects.
  • Proven ability to design, implement, and manage effective safety and health programmes.
  • In‑depth understanding of UAE SH&E legislation, local regulations, and authority expectations.
  • Strong working knowledge of international safety and environmental standards.
  • Familiarity with ISO 45001 and ISO 14001 management systems.
  • Advanced capability in hazard identification, risk assessment, and mitigation planning.
  • Practical experience leading incident, accident, and near‑miss investigations.
  • Ability to conduct technical inspections, formal audits, and compliance reviews.
  • Experience developing emergency response and crisis management arrangements.
  • Strong leadership skills with the ability to mentor and develop junior team members.
  • Excellent communication, consultation, presentation, and stakeholder management capability.
  • Ability to influence employees, contractors, managers, and senior decision‑makers.
  • Strong analytical and problem‑solving skills supported by accurate reporting.
  • Proficiency with SH&E management, audit, incident tracking, and reporting software.
