Role Context
The Senior Infrastructure Manager – Site Development will lead the complete lifecycle of external infrastructure works, from early planning and design coordination through procurement, construction, testing, commissioning, and final handover. The position covers internal roads, access routes, drop‑off areas, parking interfaces, service yards, wet utilities, dry utilities, public realm connections, and integration with existing and future development phases. The manager will ensure that infrastructure systems are technically coordinated, authority compliant, operationally efficient, and capable of supporting long‑term expansion. Close collaboration with the client, master planners, designers, contractors, utility providers, transport consultants, government authorities, and project leadership will be essential to maintaining technical quality, schedule performance, safety, and interface control.
Key Responsibilities
- Lead the planning and delivery of site‑wide infrastructure works across a large and technically complex development.
- Manage internal roads, access routes, circulation systems, drop‑off zones, service yards, parking interfaces, and external public areas.
- Coordinate the integration of new infrastructure with existing facilities and planned future phases.
- Verify continuity of road levels, utility alignments, network capacity, access arrangements, and operational requirements.
- Work with master planners, architects, transport consultants, MEP teams, and landscape designers to optimize infrastructure interfaces.
- Oversee wet utility systems including potable water, firewater, sewerage, irrigation, and stormwater drainage.
- Coordinate dry utility networks covering electrical power, telecommunications, data, gas, and district cooling connections.
- Lead engagement with Dubai authorities, utility providers, and approval bodies to secure NOCs, permits, technical clearances, and final connections.
- Monitor compliance with local regulations, infrastructure standards, authority requirements, and approved design criteria.
- Direct the planning of service yards and back‑of‑house external areas to support loading, unloading, waste management, storage, and safe vehicle movements.
- Review infrastructure drawings, technical reports, design calculations, specifications, method statements, and construction proposals.
- Evaluate infrastructure designs for constructability, phasing, lifecycle performance, operational access, and long‑term maintainability.
- Monitor site execution for quality, safety, sequence, progress, and compliance with approved documentation.
- Identify non‑conforming works and coordinate corrective actions with consultants, contractors, and project stakeholders.
- Manage multidisciplinary interfaces between roads, utilities, structures, buildings, public realm areas, and third‑party networks.
- Lead infrastructure testing, commissioning, inspections, authority acceptance, and asset handover activities.
- Coordinate tie‑ins and connections to existing operational systems while minimizing disruption to ongoing activities.
- Support procurement planning, contractor evaluation, technical bid reviews, and infrastructure package recommendations.
- Drive value engineering initiatives focused on cost efficiency, buildability, phasing, durability, and operational performance.
- Identify infrastructure risks and interface constraints before they affect construction or commissioning.
- Develop mitigation measures and communicate critical issues clearly to project leadership and client representatives.
- Maintain infrastructure progress reports, risk registers, interface schedules, approval trackers, and handover records.
- Manage multiple work fronts while preserving high technical, safety, environmental, and quality standards.
Ideal Profile
- Bachelor's degree in Civil Engineering or a closely related engineering discipline.
- Master's degree in Infrastructure Engineering, Transportation, Project Management, or a related field is advantageous.
- Professional registration such as CEng, PE, or an equivalent chartered credential is desirable.
- Minimum 15 years of experience in infrastructure planning, design coordination, construction delivery, and asset handover.
- Proven involvement in large mixed‑use developments, major venues, complex building programs, or comparable infrastructure projects.
- Strong experience managing internal road networks, access systems, traffic circulation, public realm works, and utility coordination.
- Extensive understanding of wet and dry utility design, construction, testing, commissioning, and authority acceptance.
- Knowledge of Dubai infrastructure regulations, NOC procedures, permit requirements, and utility provider processes.
- Experience delivering infrastructure in live, occupied, or partially operational environments.
- Ability to assess complex technical documentation and resolve design, construction, capacity, and interface challenges.
- Demonstrated success leading multidisciplinary consultants, contractors, planners, and technical specialists.
- Strong understanding of service logistics, loading areas, back‑of‑house access, waste routes, and operational vehicle movements.
- Effective stakeholder management skills for working with clients, authorities, utility companies, and third‑party agencies.
- Ability to control several concurrent workstreams, deadlines, approvals, and construction interfaces.
- Clear written and verbal communication with strong reporting, negotiation, and technical presentation capabilities.
