Assistant Resident Engineer - Civil in Dubai, United Arab Emirates is a Civil Engineering opportunity for an experienced infrastructure supervision professional who can support construction delivery, technical review, site coordination, quality control, and handover activities for major roads, bridges, utilities, and infrastructure projects.

This role is ideal for a civil engineer with strong site supervision experience, contractual awareness, material review capability, and the ability to coordinate contractors, service authorities, inspectors, surveyors and multidisciplinary project teams.

Role Context

The Assistant Resident Engineer - Civil will support Parsons by assisting the Resident Engineer in supervising construction activities across roads, bridges, utilities and infrastructure works. The role contributes to safe, compliant and well‑documented project delivery by reviewing technical submissions, coordinating site resources, monitoring progress, supporting quality checks, maintaining records and helping manage final handover of utility and infrastructure works to relevant authorities.

Key Responsibilities

• Report to the Resident Engineer and assist in supervising roads, bridges, utilities and associated infrastructure construction works.
• Act on behalf of the Resident Engineer when required during leave, absence or assigned site responsibilities.
• Coordinate daily site activities with engineers, inspectors, surveyors, contractors and construction supervision team members.
• Assist in reviewing shop drawings, design proposals, method statements, technical submissions, correspondence and utility‑related documentation.
• Prepare draft technical responses and recommendations for Resident Engineer review.
• Coordinate with Parsons design engineers to resolve design, construction, interface and technical issues.
• Maintain daily diaries, inspection records, site reports and documentation prepared by inspectors.
• Coordinate with contractor engineers on schedules, construction sequencing, resource allocation and progress follow‑up.
• Direct, support and monitor the performance of inspectors and surveyors assigned to civil and infrastructure works.
• Convene and chair special meetings with service authorities, contractors, subcontractors and other parties related to assigned works.
• Ensure site records, inspection logs, correspondence and as‑built information are accurate, complete and properly maintained.
• Monitor project safety goals and support implementation of health and safety procedures across the site.
• Prepare and assist in weekly and monthly progress reports covering progress, issues, constraints and completed activities.
• Participate actively in health and safety matters as required by the Resident Engineer and project safety representatives.
• Provide site direction and assist the Resident Engineer in issuing site instructions related to utilities and associated civil works.
• Check and measure completed works, maintain records and support progress comparison against the approved programme.
• Review material submissions, laboratory reports, technical reports, acceptance sampling plans, testing reports and quality measures.
• Ensure completed works comply with project specifications, quality assurance requirements and statistical quality control expectations.
• Verify the correctness and completeness of as‑built drawings within the assigned scope of work.
• Maintain handover records and support final clearance of utility works with relevant service authorities.

Ideal Profile

• Bachelor’s degree in Civil Engineering is required.
• Minimum 10 years of experience in design, site supervision and construction management of road and infrastructure projects.
• Experience should include roads, bridges, utilities and associated infrastructure works.
• Minimum 2 years of proven experience managing supervision activities on large‑scale infrastructure projects within Abu Dhabi is mandatory.
• Candidate must be available in the UAE.
• Strong ability to review and justify material submissions, technical reports, laboratory reports, acceptance sampling, testing and quality documentation.
• Sound knowledge of contractual relationships and construction supervision procedures.
• Fully computer literate with ability to access project data, maintain records and generate reports.
• Ability to use project‑specific engineering, construction and documentation software effectively.
• Strong knowledge of quality assurance specifications and statistical quality control will be an advantage.
• Excellent written and spoken English communication skills.
• Strong technical writing ability for reports, correspondence, site instructions and project records.
• Professional approach to contractor coordination, authority liaison, safety compliance and site problem solving.
