Parsons is seeking an experienced Technical Engineer to join its infrastructure team in Abu Dhabi, UAE, with responsibility for wet utility engineering across design review, technical coordination, authority approvals, and construction supervision. The role covers potable water, irrigation, sewerage, stormwater drainage, recycled water, and associated utility infrastructure, ensuring engineering solutions and site works comply with Client requirements, local authority standards, project specifications, and applicable engineering codes.
What You 'll Be Doing
- Review detailed wet utility designs, engineering calculations, drawings, and technical specifications.
- Coordinate the design of potable water, sewerage, stormwater drainage, irrigation, and associated utility networks.
- Conduct and review hydraulic analysis and network modelling using industry-standard engineering software.
- Review shop drawings, material submittals, method statements, and other technical submissions.
- Verify that designs comply with relevant local authority requirements and applicable international engineering practices.
- Provide technical input throughout planning, design, construction, testing, commissioning, and handover.
- Identify engineering issues during project delivery and coordinate practical technical resolutions.
Construction Supervision and Technical Review
- The Technical Engineer will monitor wet utility construction activities to verify that installations are completed in accordance with approved drawings, specifications, and project requirements.
- Responsibilities include conducting inspections, witnessing relevant testing and commissioning activities, and supporting handover.
- The role will also review Contractor RFIs, NCRs, construction methodologies, and technical submissions while helping resolve issues that arise during construction.
Utility and Infrastructure Coordination
- Coordinate with roads, utilities, structures, landscape, and MEP disciplines.
- Review utility interfaces and support resolution of multidisciplinary design conflicts.
- Liaise with Clients, Contractors, utility authorities, and other external stakeholders.
- Attend technical and coordination meetings throughout project delivery.
- Provide engineering support to project and site teams.
- Coordinate utility requirements within infrastructure corridors.
- Support timely resolution of technical comments and outstanding design matters.
Authority Approvals and Compliance
- The position requires substantial experience managing utility authority interfaces within the UAE.
- The Technical Engineer will support and lead technical submissions, NOCs, approvals, meetings, and comment-resolution activities with relevant utility authorities and government agencies.
- A detailed understanding of local authority standards, utility provider requirements, international codes, quality procedures, and applicable safety requirements is essential for the role.
Quality, Safety and Project Controls
- Ensure adherence to project QA-QC procedures and established quality standards.
- Monitor compliance with contractual requirements and technical specifications.
- Support HSE initiatives associated with wet utility construction.
- Promote safe execution of utility installation activities.
- Participate in project audits and inspections.
- Contribute technical information to project reporting activities.
- Monitor construction progress against approved technical requirements.
- Support corrective action where engineering or quality issues are identified.
What Required Skills You 'll Bring
- Bachelor 's degree in Civil Engineering, Water Engineering, Environmental Engineering, or a related discipline from an accredited university.
- Minimum 8 years of wet utilities experience.
- At least 5 years of experience in a lead or team leadership role within the UAE.
- Strong project exposure involving potable water systems.
- Experience with sewerage and stormwater drainage networks.
- Experience with irrigation and firefighting water infrastructure.
- Knowledge of pumping stations and storage facilities.
- Experience involving outfalls and utility diversions.
- Proven experience leading authority submissions, technical meetings, NOCs, approvals, and comment resolution.
- In-depth understanding of local authority standards and utility provider requirements.
- Knowledge of applicable international engineering codes.
- Strong understanding of quality procedures and safety requirements.
- Excellent leadership and stakeholder management skills.
