Role Context: The Project Engineering Manager provides end-to-end technical leadership for complex capital projects, ensuring that engineering decisions remain aligned with project objectives, operational requirements and established governance standards. The position integrates multiple engineering disciplines, contractors, licensors and business stakeholders while identifying technical risks, resolving design issues and maintaining engineering integrity from early project definition through start-up and final handover.
Key Responsibilities
- Lead multidisciplinary project engineering activities across ASSESS, SELECT, DEFINE and EXECUTE project phases.
- Ensure engineering scope remains aligned with approved project objectives, technical requirements and organizational strategies.
- Act as the primary engineering interface between Project Management Teams, Engineering Functions, Operations, End Users and contractors.
- Coordinate development of Statements of Requirement, engineering execution strategies and project implementation plans.
- Participate in preparation of technical tender documentation for engineering, PMC, licensing and EPC contracts.
- Support technical evaluation of bids and selection of Engineering Consultants, PMC consultants, licensors and EPC contractors.
- Review contractor engineering strategies, specifications, methodologies and subcontracting approaches.
- Evaluate technical submissions and verify compliance with approved project requirements.
- Manage engineering specialists and discipline leads throughout design, construction, commissioning and start-up.
- Provide technical direction when multidisciplinary engineering issues require resolution or escalation.
- Monitor engineering progress performed by licensors, Engineering Consultants and EPC contractors.
- Identify engineering bottlenecks and coordinate corrective actions before they affect project milestones.
- Ensure applicable engineering codes, standards, specifications and recognized industry practices are implemented.
- Maintain engineering assurance and technical governance throughout project execution.
- Promote fit-for-purpose engineering solutions that improve value without compromising safety, reliability or performance.
- Encourage use of modern technologies, materials, systems and equipment where they offer measurable project benefits.
- Support value engineering activities and technical optimization initiatives.
- Review pre-commissioning and commissioning philosophies, procedures and execution plans.
- Coordinate multidisciplinary engineering support during Mechanical Completion and commissioning activities.
- Provide technical support during plant start-up and performance testing.
- Ensure engineering deliverables support Operational Readiness and timely project handover.
- Resolve technical issues arising during construction and coordinate engineering responses with contractors and site teams.
- Maintain effective interfaces between project engineering, construction, commissioning and Operations.
- Engage vendors, OEMs and specialist technical suppliers throughout the project lifecycle.
- Coordinate with licensors on process, technology and proprietary technical requirements.
- Facilitate resolution of interface issues affecting multiple engineering disciplines or external stakeholders.
- Ensure engineering activities comply with approved HSE, quality and technical requirements.
- Provide engineering input to project risk identification, assessment and mitigation processes.
- Participate in HAZID, HAZOP, PHSER and other technical assurance and risk review activities.
- Monitor technical risks and ensure appropriate mitigation measures are incorporated into project execution.
- Establish engineering performance objectives and monitor project engineering KPIs.
- Prepare engineering progress reports, technical dashboards and management updates.
- Promote engineering excellence, innovation and continuous improvement across assigned projects.
- Capture lessons learned and incorporate proven improvements into future engineering activities.
- Support consistent application of ADNOC and VAP requirements throughout project development and execution.
- Ensure technical decisions are documented, justified and communicated to relevant stakeholders.
- Maintain alignment between engineering deliverables, schedule requirements and approved project budgets.
Ideal Profile
- Bachelor 's Degree in Engineering from a recognized institution.
- Extensive experience managing multidisciplinary engineering activities across major capital projects.
- Strong background covering the full project lifecycle from early assessment through execution, commissioning and handover.
- Proven experience managing FEED and detailed engineering activities.
- Significant exposure to EPC project execution and contractor management.
<- Practical experience coordinating Engineering Consultants, PMC organizations, licensors and EPC contractors.
- Strong understanding of engineering assurance and technical governance requirements.
- Familiarity with ADNOC and VAP project requirements is highly valuable.
- Experience managing complex interfaces between Engineering, Projects, Operations and End Users.
- Strong understanding of construction, pre-commissioning, commissioning and start-up requirements.
- Experience supporting Mechanical Completion, Operational Readiness and performance testing.
- Sound knowledge of HAZID, HAZOP, PHSER and project technical risk reviews.
- Ability to review engineering strategies, specifications, contractor methodologies and technical submissions.
- Strong technical decision-making capability in complex multidisciplinary environments.
- Demonstrated ability to identify engineering bottlenecks and implement timely corrective actions.
