Role Context
The Project Engineer acts as a central technical coordination point between engineering disciplines, project teams, operations, contractors, licensors and vendors. The role supports disciplined project delivery by translating requirements into executable strategies, reviewing engineering and construction outputs, resolving interfaces and maintaining focus on safety, quality, cost and schedule. Effective execution helps ensure facilities are technically sound, operationally ready and delivered in accordance with ADNOC governance and project assurance requirements.
Key Responsibilities
- Lead and support project engineering activities during FEED, detailed engineering, construction, pre-commissioning and commissioning phases.
- Develop and review Statements of Requirement and convert business needs into clear technical project objectives.
- Support preparation of project execution strategies aligned with scope, schedule, cost and operational requirements.
- Coordinate multidisciplinary engineering activities and resolve technical interfaces between participating disciplines.
- Review contractor engineering deliverables to verify compliance with approved specifications and project requirements.
- Assess construction methodologies, execution plans and technical submissions before field implementation.
- Support preparation of tender documents for engineering, PMC and EPC contracting requirements.
- Participate in technical evaluation of consultants, contractors and project service providers.
- Monitor engineering and construction progress and identify constraints that could affect planned completion.
- Recommend corrective actions when bottlenecks, technical conflicts or execution delays are identified.
- Lead value engineering studies to improve project economics without compromising safety, reliability or performance.
- Facilitate constructability reviews and technical workshops during project development.
- Coordinate closely with Central Engineering, Operations, licensors, vendors, contractors and external parties.
- Participate in project meetings, design reviews and progress sessions to maintain alignment across stakeholders.
- Maintain effective communication between Engineering, Projects and Operations throughout the project lifecycle.
- Monitor contractor performance in relation to approved scope, schedule and technical deliverables.
- Coordinate with cost control teams in reviewing contractor invoices, progress claims and expenditure status.
- Evaluate contractor claims and provide technical input during negotiations and contract close-out.
- Track project variations and assess potential effects on scope, cost and schedule.
- Identify engineering and execution risks early and establish appropriate mitigation measures.
- Conduct project risk assessments and participate in Project HSE Reviews in accordance with ADNOC procedures.
- Support ATR reviews and other assurance activities required under project governance processes.
- Verify compliance with applicable engineering standards, quality requirements and safety expectations.
- Review project-level site safety audit plans and monitor their implementation during execution.
- Maintain accurate project records, engineering documentation and technical correspondence.
- Prepare close-out documentation and ensure completion records are available for final project acceptance.
- Provide technical and progress information for management reporting.
- Coordinate pre-commissioning and commissioning interfaces between contractors and Operations teams.
- Review commissioning procedures, readiness plans, test requirements and associated documentation.
- Monitor punch list resolution and ensure outstanding items are closed according to agreed priorities.
- Confirm completion requirements are satisfied before Provisional Acceptance Certificate issuance.
- Facilitate facility handover to Operations and support start-up and operational readiness activities.
Ideal Profile
- Bachelor Degree in Engineering.
- Minimum 8 years of project engineering experience within the Oil and Gas industry.
- Proven ability to coordinate multidisciplinary engineering activities across complex projects.
- Experience working through FEED, detailed engineering, construction and commissioning phases.
- Strong understanding of project execution, contractor management and engineering deliverable control.
- Familiarity with PMC and EPC contracting environments.
- Experience reviewing technical specifications, contractor submissions and construction methodologies.
- Ability to identify engineering risks and establish practical mitigation strategies.
- Knowledge of project cost, schedule, variations and contractor claim processes.
- Strong understanding of engineering governance, quality assurance and HSE requirements.
- Experience supporting commissioning, handover and operational readiness activities.
- Comfortable coordinating with engineering teams, Operations, licensors, vendors and external contractors.
- Strong analytical and organizational capability in technically demanding project environments.
- Ability to maintain project momentum while balancing technical quality, safety and commercial considerations.
