Role Context
The Project Manager is responsible for converting major development requirements into technically sound, commercially viable and executable project plans. The position provides overall direction to multidisciplinary engineering teams, Project Management Consultants and international contractors from early project definition through commissioning and operational acceptance. Effective leadership in this role protects capital investment, reduces exposure to rework and schedule delays, and ensures new or modified facilities achieve the required standards for safety, reliability and operational performance.

Typical Responsibilities
- Lead technical input during proposal, feasibility and conceptual development stages for major engineering projects.
- Define and refine project scope, objectives, execution priorities and development strategies.
- Coordinate multidisciplinary design activities and ensure material specifications meet approved technical requirements.
- Provide technical oversight during procurement, tendering and contractor selection activities.
- Manage Project Management Consultants and ensure effective engineering coordination, site supervision and project administration.
- Direct project teams through initiation, engineering, procurement, construction, commissioning, start-up and final handover.
- Develop implementation strategies for major plant, facility and field development projects.
- Manage multinational contractors and monitor delivery against HSE, quality, cost and schedule objectives.
- Ensure contractors follow approved safety procedures, method statements and project execution requirements.
- Interface with external stakeholders and confirm applicable engineering codes, standards and industry practices are correctly applied.
- Direct multidisciplinary engineers and coordinate activities across technical disciplines.
- Review project source information, operational requirements and development needs to establish viable project options.
- Assess technical feasibility, estimated cost, schedule implications and implementation risks during early project development.
- Refine initial proposals into structured project plans covering design, specifications, cost and execution phasing.
- Coordinate project strategy with user departments, Finance, Commercial Support and other supporting functions.
- Initiate and approve work programs, contractor terms of reference, project standards and execution procedures.
- Establish the technical and administrative framework required for project execution.
- Manage contractor and bidder prequalification activities.
- Exercise overall control of project budgets, individual contract costs and authorized expenditure.
- Review and endorse purchasing recommendations, subcontract proposals and variation orders.
- Ensure approved plans, budgets and schedules are updated when authorized scope changes occur.
- Monitor contractor performance across quality, cost, schedule and safety criteria.
- Require corrective action where contractor execution falls below project expectations.
- Advise management on expected project completion dates to support start-up planning and resource preparation.
- Contribute to development of commissioning, start-up and operational manning plans.
- Review alternative engineering studies including fabrication methods, structural options and construction approaches.
- Coordinate phased completion and acceptance of project facilities with end users.
- Manage project-related financial matters including forecasts, currency requirements and applicable import considerations.
- Attend Tender Board meetings and other commercial reviews when project matters require representation.
- Prepare weekly highlights and monthly progress reports covering engineering, procurement and construction activities.
- Maintain strong control over scope, expenditure and schedule to reduce the risk of financial loss, rework and production delays.
- Establish and monitor project quality assurance and control requirements.
- Manage development, design and execution activities in line with approved field development objectives.
- Safeguard the technical integrity of surface facilities throughout the complete project lifecycle.
- Deliver projects within established HSE, quality, cost and schedule targets.
- Review work programs and execution proposals and recommend acceptance, revision or rejection based on technical and commercial merit.
- Lead or participate in company and divisional committees requiring major project expertise.
Ideal Profile
- Bachelor Degree in Engineering or an equivalent recognized qualification.
- Minimum 12 years of professional experience in Project Engineering or project execution within the Oil and Gas industry.
- At least 5 years of experience leading multidisciplinary staff, consultants and contractors.
- Strong experience managing major projects from early development through commissioning and start-up.
- Sound knowledge of engineering, procurement, construction and project handover processes.
- Proven experience managing Project Management Consultants and multinational contractors.
- Strong understanding of contracts, tendering, procurement and bidder prequalification.
- Demonstrated capability in project planning, budgeting and cost control.
- Experience evaluating variation orders, expenditure requirements and contractor recommendations.
- Strong understanding of field development and surface facility projects.
- Ability to assess technical alternatives and balance cost, schedule, constructability and operational requirements.
- Sound knowledge of HSE management within major engineering and construction environments.
- Strong leadership and decision-making skills in complex multidisciplinary projects.
- Ability to communicate effectively with management, shareholders, engineering teams, contractors and operational stakeholders.
- PMP certification is preferred where applicable.
