Job summary

Azizi Developments is seeking a Project Engineer - Infrastructure Delivery in Dubai to manage on-site infrastructure activities from planning through handover. You will coordinate with consultants, contractors, utility providers, and internal teams to ensure safety, quality, and timely completion of roads, drainage, and utility works.

The ideal candidate holds a Bachelor's in Civil Engineering, has 7+ years in infrastructure construction, with UAE experience preferred on major developments

Qualifications

  • Bachelor's Degree in Civil Engineering required.
  • Minimum 7 years of professional experience in infrastructure construction projects.
  • At least 5 years UAE infrastructure construction experience preferred, especially on major developments with local authorities, consultants, contractors, and utility providers.

Responsibilities

  • Plan, coordinate, and supervise infrastructure construction activities per drawings, specs, method statements, and project requirements.
  • Manage roads, pavements, drainage systems, utility networks, earthworks, and related civil infrastructure.
  • Review construction drawings, shop drawings, method statements, material submittals, specs, and supporting documentation.
  • Coordinate technical requirements before starting each infrastructure work package.
  • Monitor site activities to ensure safety, quality, and efficiency.
  • Coordinate with consultants, contractors, subcontractors, suppliers, and internal teams to maintain workflow.
  • Track progress against schedules and milestones.
  • Identify delays, constraints, design conflicts, and resource shortages; develop corrective actions and recovery plans.
  • Ensure compliance with UAE standards, project specs, and authority requirements.
  • Coordinate with authorities and utility providers for inspections, testing, connections, and approvals.
  • Inspect completed works and verify compliance with drawings, levels, specs, and workmanship.
  • Maintain records of daily activities, inspections, material approvals, testing, and issues.
  • Prepare progress reports and provide updates on infrastructure activities and constraints.
  • Participate in site meetings and planning discussions.
  • Support QA/QC with inspection comments, NCRs, testing issues, and quality concerns.

Role Context

The Project Engineer - Infrastructure Delivery will manage infrastructure activities from technical preparation and construction planning through inspections, testing, authority coordination, and final handover.

The position requires strong control of multiple work fronts while coordinating consultants, contractors, subcontractors, utility providers, planning teams, QA/QC personnel, HSE specialists, procurement, commercial teams, and internal project stakeholders.

The engineer will help maintain project momentum by identifying technical constraints early, controlling construction interfaces, monitoring approved schedules, and ensuring completed infrastructure works satisfy design, quality, safety, contractual, and regulatory requirements.

Key Responsibilities
  • Plan, coordinate, and supervise infrastructure construction activities in accordance with approved drawings, specifications, method statements, and project requirements.
  • Manage execution of roads, pavements, drainage systems, utility networks, earthworks, and associated civil infrastructure.
  • Review construction drawings, shop drawings, method statements, material submittals, specifications, and supporting technical documentation.
  • Coordinate technical requirements before commencement of each infrastructure work package.
  • Monitor site activities to ensure construction is performed safely, efficiently, and according to approved quality standards.
  • Coordinate consultants, contractors, subcontractors, suppliers, and internal project teams to maintain effective workflow.
  • Track infrastructure progress against approved project schedules and planned milestones.
  • Identify delays, access constraints, design conflicts, resource shortages, and other issues that could affect completion dates.
  • Develop practical corrective actions and coordinate recovery measures where project progress is at risk.
  • Ensure infrastructure works comply with applicable UAE construction standards, project specifications, and authority requirements.
  • Coordinate with local authorities and utility providers regarding inspections, technical approvals, testing, connections, and associated requirements.
  • Inspect completed works and verify compliance with approved drawings, levels, specifications, and workmanship standards.
  • Coordinate Inspection Requests, testing activities, consultant inspections, and authority approvals.
  • Monitor material approvals and confirm that only technically approved materials are incorporated into permanent works.
  • Work closely with QA/QC teams to resolve inspection comments, NCRs, testing issues, and quality concerns.
  • Maintain accurate records covering daily activities, progress, inspections, material approvals, testing, and outstanding project issues.
  • Prepare project progress reports and provide clear updates on key infrastructure activities and constraints.
  • Participate in site meetings, progress reviews, technical coordination meetings, and project planning discussions.
  • Coordinate with Planning teams to maintain realistic sequencing and monitor critical infrastructure activities.
  • Work with HSE personnel to ensure excavation, trenching, utility installation, roadworks, and other activities comply with established safety requirements.
  • Coordinate with Design teams to resolve drawing discrepancies, constructability issues, and infrastructure interfaces.
  • Liaise with Procurement teams regarding material availability, long-lead items, and approved technical requirements.
  • Support Commercial teams with technical information relating to infrastructure progress, variations, and project requirements where necessary.
  • Provide technical guidance to site engineers, supervisors, subcontractors, and construction crews.
  • Support testing, commissioning, snagging, de-snagging, authority acceptance, and final infrastructure handover.
Ideal Profile

Bachelor 's Degree in Civil Engineering or a related engineering discipline.

Minimum 7 years of professional experience in infrastructure construction projects.

At least 5 years of UAE infrastructure construction experience is preferred, particularly on major developments involving local authorities, consultants, contractors, and utility providers.

Candidates should have strong practical experience across roads, drainage systems, utility networks, earthworks, pavements, and associated civil infrastructure.

Detailed understanding of UAE construction standards, technical specifications, authority procedures, project quality requirements, and infrastructure construction practices is required.

The successful candidate should be confident reviewing drawings, shop drawings, specifications, method statements, material submittals, inspection documentation, and project schedules.

Experience managing construction planning, site supervision, progress monitoring, technical coordination, quality requirements, and stakeholder interfaces is important.

Good knowledge of HSE requirements for infrastructure construction, including excavation, trenching, equipment movement, utility works, and road activities, is expected.

Previous involvement in major UAE infrastructure packages or large-scale master developments will be highly advantageous.
