Role Context

The Site Engineer - Infrastructure Works will provide hands-on supervision across infrastructure packages supporting Azizi Developments' expanding project portfolio in Dubai. The position requires close control of roadworks, underground utilities, drainage networks, excavation, backfilling, compaction, grading, and associated civil activities from initial setting-out through inspection, testing, snagging, and handover. Working directly with consultants, subcontractors, surveyors, utility providers, QA/QC teams, HSE personnel, suppliers, and site management, the engineer will help maintain construction progress while resolving technical constraints and ensuring completed works are safe, compliant, coordinated, and ready for inspection.

Key Responsibilities

• Supervise daily infrastructure construction activities in accordance with approved drawings, specifications, method statements, and project requirements.
• Monitor roadworks, drainage systems, utility networks, pavements, kerbstones, earthworks, and related civil construction activities.
• Review construction drawings, shop drawings, technical specifications, method statements, and supporting documentation before work begins.
• Verify that site execution follows approved technical information and established construction sequences.
• Coordinate subcontractors, consultants, surveyors, suppliers, and internal site teams to maintain uninterrupted workflow.
• Supervise excavation, trenching, pipe laying, backfilling, grading, compaction, and associated infrastructure activities.
• Coordinate setting-out, coordinates, alignments, and levels with surveying teams before and during construction.
• Check road formations, utility corridors, drainage lines, pavement levels, and other infrastructure elements against approved survey information.
• Track construction progress against the approved project schedule and identify activities requiring corrective action.
• Monitor subcontractor productivity and ensure suitable manpower, materials, machinery, and equipment are available for planned work fronts.
• Conduct routine inspections to confirm compliance with approved drawings, specifications, workmanship standards, and quality requirements.
• Coordinate Inspection Requests, Material Inspection Requests, testing activities, and consultant inspections with QA/QC teams.
• Verify that materials delivered and installed on site have the required approvals and supporting documentation.
• Identify technical issues, access constraints, interface conflicts, resource shortages, and potential delays before they affect critical activities.
• Coordinate practical resolutions with engineering, construction, consultant, and subcontractor teams.
• Maintain daily site records covering progress, manpower, equipment, completed activities, inspections, and outstanding works.
• Prepare accurate progress updates and construction documentation for project management review.
• Coordinate with HSE teams to ensure infrastructure operations comply with approved safety procedures and safe working practices.
• Liaise with consultants, utility providers, Dubai authorities, and relevant stakeholders regarding inspections, approvals, connections, and technical requirements.
• Participate in coordination meetings, progress reviews, technical discussions, testing, commissioning, snagging, de-snagging, and handover activities.
• Provide technical guidance to supervisors, foremen, subcontractors, and construction crews during execution.
• Ensure corrective works and snag items are completed before final inspection and project handover.

Ideal Profile

Bachelor's Degree in Civil Engineering or a related engineering discipline.

Minimum 5-7 years of experience in infrastructure construction, including practical site supervision and coordination responsibilities.

Candidates with 3-5 years of UAE infrastructure experience are preferred, particularly those familiar with Dubai construction practices, authority requirements, utility coordination, and consultant inspection procedures.

Strong project exposure to roads, drainage networks, underground utilities, earthworks, pavements, kerbstones, excavation, trenching, pipe laying, backfilling, grading, and compaction is required.

The successful candidate should be comfortable interpreting construction drawings, shop drawings, method statements, technical specifications, survey data, levels, coordinates, and related project documentation.

Experience preparing and coordinating Inspection Requests, Material Inspection Requests, material approvals, testing records, and quality documentation is important.

The role requires strong site judgment, practical problem-solving ability, and confidence coordinating consultants, contractors, subcontractors, utility providers, survey teams, QA/QC personnel, and HSE teams.

Previous involvement in major infrastructure packages or large-scale UAE master developments will be highly valuable.
