Role Context

The Project Manager will take overall responsibility for the supervision and successful delivery of complex high‑rise developments in Dubai. Working across contractor, consultant, client, commercial, engineering, and authority interfaces, the role ensures that construction activities remain aligned with approved designs, contractual commitments, technical standards, cost controls, and agreed milestones. This position has a direct impact on project performance by resolving technical and operational constraints early, maintaining disciplined supervision across multiple engineering disciplines, and driving projects toward safe and timely completion. The Project Manager will also provide leadership to Resident Engineers, Project Engineers, Inspectors, and specialist supervision personnel throughout the construction lifecycle.

Key Responsibilities

• Lead high-rise construction projects through planning, execution, testing, commissioning, completion, and handover.
• Direct Resident Engineers, Project Engineers, Inspectors, and multidisciplinary supervision teams across active construction areas.
• Track contractor performance against approved drawings, specifications, contractual requirements, construction programs, codes, and project quality standards.
• Review baseline and updated schedules, work programs, method statements, material submissions, shop drawings, technical proposals, and related project documentation.
• Coordinate closely with clients, contractors, design consultants, specialist consultants, authorities, and internal stakeholders to keep construction activities progressing efficiently.
• Carry out regular site reviews covering workmanship, construction progress, HSE performance, technical compliance, and readiness for upcoming activities.
• Detect risks, engineering conflicts, resource constraints, interface problems, and potential delays before they affect critical project milestones.
• Develop practical mitigation measures and follow corrective actions through to closure.
• Chair progress and coordination meetings while ensuring decisions, responsibilities, deadlines, and outstanding matters are clearly documented.
• Prepare concise project status reports for senior management and client stakeholders.
• Ensure construction activities comply with Dubai Municipality, DEWA, Dubai Civil Defense, RTA, and other relevant regulatory requirements.
• Oversee quality assurance and quality control processes, including NCR management, site observations, inspections, corrective actions, and closeout.
• Work with commercial and contracts teams on project budgets, variations, claims, contractual correspondence, and contractor obligations.
• Monitor compliance with approved health, safety, and environmental requirements across all construction operations.
• Guide teams through snagging and de-snagging activities to achieve the required finish and quality standards.
• Coordinate testing and commissioning activities and verify that systems are ready for final acceptance.
• Lead project completion documentation and handover activities in accordance with contractual and authority requirements.

Ideal Profile

The successful candidate will hold a Bachelor 's Degree in Civil Engineering and bring at least 15 years of progressive construction industry experience. A minimum of 5 years must have been spent managing high-rise tower construction projects in Dubai at Project Manager level. Previous employment with a Consultant or Supervision firm is mandatory, providing the candidate with a strong understanding of consultant-side project governance, contractor monitoring, technical review, inspection processes, and client reporting. A solid working knowledge of FIDIC contracts, UAE construction regulations, quality management systems, contract administration, risk management, cost control, and project scheduling is essential. Candidates should also demonstrate practical familiarity with Dubai Municipality, DEWA, Dubai Civil Defense, RTA, and other authorities involved in major development approvals and construction compliance. Strong leadership is required to manage multidisciplinary teams, challenge underperformance constructively, negotiate solutions, make timely decisions, and maintain effective relationships with clients, contractors, consultants, and regulatory stakeholders.
