Role Context
The Quantity Surveyor provides the commercial control required to keep infrastructure packages financially aligned from construction commencement through final account settlement. Working within the onsite supervision environment, the role connects physical progress in the field with measurements, valuations, contractual entitlements, expenditure, forecasts, and approved project budgets. With Azizi Developments delivering increasingly large and complex developments across Dubai, accurate infrastructure cost management has a direct impact on project viability and delivery. The Quantity Surveyor will therefore work closely with Project Managers, Engineers, Consultants, Contractors, subcontractors, and commercial stakeholders to identify cost exposure early and maintain reliable financial visibility throughout construction.
Key Responsibilities
- Prepare and review Bills of Quantities, detailed quantity take-offs, cost estimates, and tender documentation for infrastructure packages.
- Measure roads, utilities, drainage, stormwater, sewerage, wet utilities, and associated civil works from approved drawings and site information.
- Examine drawings, specifications, BOQs, contracts, and supporting technical documents to establish accurate scope and commercial requirements.
- Verify quantities against completed site works before valuations and payment recommendations are finalized.
- Prepare and assess interim payment applications and support the certification process in accordance with contractual requirements.
- Monitor actual expenditure, commitments, forecast costs, and approved budgets throughout project execution.
- Maintain clear cost records that allow management to identify emerging budget pressures at an early stage.
- Assess variations, additional works, omissions, and change orders using appropriate measurements and contractual rates.
- Prepare rate analyses where existing contract rates cannot reasonably be applied.
- Evaluate contractor and subcontractor variation submissions and negotiate commercial positions where required.
- Review contractual claims and extension of time submissions in coordination with the wider project team.
- Examine the commercial implications of design changes, revised construction requirements, and site instructions.
- Administer subcontractor commercial matters covering measurement, valuation, payments, variations, and final settlement.
- Participate in tender evaluations and prepare commercial comparisons to support procurement decisions.
- Assist with subcontractor negotiations while maintaining alignment with approved budgets and project requirements.
- Check commercial submissions for compliance with contract conditions and established procedures.
- Coordinate with Project Managers, Engineers, Consultants, and Contractors to reconcile construction progress with claimed quantities.
- Maintain auditable records for measurements, payment assessments, variations, claims, contractual correspondence, and commercial decisions.
- Prepare periodic cost reports showing current expenditure, commitments, anticipated final cost, and identified commercial exposure.
- Develop cost forecasts and cash-flow projections to improve financial visibility throughout the construction lifecycle.
- Provide management with concise commercial reporting on significant cost movements, claims, variations, and outstanding matters.
- Identify project-specific commercial risks before they develop into significant cost exposure.
- Highlight potential savings, contractual opportunities, and alternative commercial approaches where appropriate.
- Support FIDIC-based contract administration and ensure relevant notices and commercial procedures are followed.
- Participate in progress meetings, commercial reviews, contractor discussions, and contract negotiations.
- Support the preparation, negotiation, and settlement of final accounts.
- Track outstanding commercial obligations through project completion and help achieve timely financial closure.
- Maintain disciplined document control for all quantity surveying and commercial records.
- Provide reliable commercial advice to the project team when construction decisions have cost or contractual implications.
Ideal Profile
- Bachelor 's Degree in Quantity Surveying, Civil Engineering, Construction Management, or a closely related discipline.
- Minimum 7 years of Quantity Surveying or Commercial Management experience within the Construction sector.
- At least 5 years of professional experience in the United Arab Emirates is mandatory.
- Demonstrated involvement in major infrastructure construction projects.
- Strong experience covering roads, drainage networks, sewerage, stormwater systems, wet utilities, and related infrastructure works.
- Thorough understanding of quantity measurement, valuation, cost control, procurement, and contract administration.
- Proven ability to prepare and review BOQs and detailed quantity take-offs.
- Practical experience evaluating interim payments, variations, claims, change orders, and final accounts.
- Sound understanding of UAE construction practices and commercial procedures.
- Knowledge of FIDIC contract conditions is highly advantageous.
- Comfortable interpreting detailed engineering drawings, specifications, BOQs, contracts, and technical documentation.
- Strong numerical and analytical ability with close attention to measurement accuracy.
- Commercially aware and capable of recognizing cost risks and contractual implications.
- Confident negotiating commercial matters with contractors and subcontractors.
