Role Context

This position takes an active role across the complete project lifecycle, connecting engineering development with contracting, procurement, construction execution, testing, commissioning, and final asset handover. Working closely with engineering teams, site operations, asset owners, and multinational EPC contractors, the Project Engineer ensures that technical requirements are converted into executable project scopes and controlled through disciplined project management. Particular attention is given to risk, contractor performance, expenditure, earned value, technical deliverables, change control, and safe integration with existing oil and gas facilities.

Key Responsibilities
  • Create Acquisition Requests and prepare the supporting documentation required to initiate assigned projects.
  • Develop appropriate contracting strategies in coordination with engineering stakeholders, including assessment of EPC, PC, and call-off contracting approaches.
  • Prepare project scopes of work based on approved engineering packages and established technical requirements.
  • Review project budget estimates against contractor quotations and identify opportunities for technical or commercial optimization.
  • Coordinate with engineering specialists to review and resolve Technical Queries submitted by contractors.
  • Participate in tender evaluations and assess submissions against approved technical specifications and project requirements.
  • Evaluate the technical merits of competing tenders and contribute to selection of suitable contractors.
  • Accompany contractors during site surveys to confirm work magnitude, locations, access requirements, physical constraints, and interfaces with existing facilities.
  • Develop project execution strategies with site teams in accordance with approved project execution standards.
  • Establish clear execution requirements covering engineering, procurement, construction, testing, commissioning, and handover.
  • Monitor project performance against approved scope, schedule, quality, HSE, cost, earned value, and forecast requirements.

  • Track mandatory contractor deliverables including drawings, method statements, material approval requests, Inspection Test Plans, execution plans, and work schedules.
  • Review and approve project documentation in accordance with contractual requirements, approved scope, engineering standards, and applicable technical specifications.
  • Coordinate engineering and site stakeholders to resolve technical and construction issues without compromising safety, quality, schedule, or asset integrity.
  • Participate in Factory Acceptance Tests and verify equipment or systems against approved project requirements.
  • Participate in Site Acceptance Tests, pre-commissioning, commissioning, and readiness activities.
  • Coordinate outstanding technical and construction matters before facility acceptance and handover.
  • Review and endorse final completion certificates in conjunction with the asset owner.
  • Evaluate contractor performance in accordance with applicable project delivery procedures.
  • Ensure completed projects are properly transferred to asset owners with required technical records and completion documentation.
  • Review project close-out reports covering schedule, expenditure, quality, HSE performance, contractor delivery, and lessons learned.
  • Capture project knowledge and transfer relevant lessons to asset owners and the project delivery knowledge base for future improvement.
Ideal Profile

The successful candidate should hold a Bachelor 's degree in a relevant Engineering discipline and have at least 8 years of experience in a similar project engineering or project delivery position within oil and gas companies. A strong background in multidisciplinary project execution is required, preferably involving EPC contractors, operating facilities, construction activities, testing, commissioning, and asset handover. Candidates should understand contracting strategies, tender evaluation, technical queries, scope development, project controls, cost forecasting, earned value, contractor claims, variation management, risk registers, and project close-out processes. Practical site experience is important because the position requires direct assessment of construction locations, interfaces with existing facilities, contractor performance, technical deliverables, and commissioning readiness. The role is suited to an engineer capable of balancing technical decisions with commercial awareness, HSE requirements, project economics, schedule priorities, and operational expectations.
