Job description

The purpose of this position is to provide effective technical support to the maintenance team responsible for all aspects of Mechanical, electrical, Plumbing & LTE related engineering and maintenance works within the premises of KM Dubai Metro.

MAIN RESPONSIBILITIES
  • MEP Engineer is responsible to lead and manage all sub-contractors working for Mechanical, electrical, Plumbing & LTE assets as part of a Service Level agreement (SLA) and in accordance with Keolis-MHI Dubai Metro procedures and contract.
  • Lead the asset management processes, plan and perform the asset condition inspections with MEPS auditors paying special attention to critical areas of the railway, prepare technical reports and propose asset condition improvement plans.
  • In collaboration with MEP Technical Auditor, develop an inspection plan to monitor the maintenance activities carried out by SLA Contractors / 3rd parties / sub-contractors as applicable, ensuring that all procedures are followed and assets are maintained as per standards.
  • Supervise and oversee all aspects of technical support activities pertaining to the section of Electrical, Mechanical, Plumbing and LTE including engineering and maintenance work management, design modification (ACCA), system assurance, technical support, preparation of maintenance procedures and work instructions, coordination of engineering and maintenance works, health, safety, quality and environment plans and procedures.
  • Operational coordination with SLA contractor for day-to-day preventive and corrective maintenance to meet the KPI, asset availability and service level expectations of the Client.
  • Lead and carry out technical investigations and compile technical reports for all safety and/or critical failures (P1/P2). Based on the inspections/ investigation findings, conduct technical review and investigation of any non-conformances.
  • Participate in the monthly ETI, MPRP meetings and subsystem workshops with RTA and discuss the ongoing issues / technical improvement.
  • Monitor the Monthly KPI targets of SLA contractor.
  • Provide suggestions and technical guidance to the Mechanical, Electrical, Plumbing and LTE team and Reviewing policies, process, work instructions and procedures of SLA and 3rd party contractors and make necessary recommendations to match the business standard.
  • Review/ Sponsor Permit to work, ACCA, AMSP for SLA contractors or 3rd party contractor as per business requirements.
  • Lead and Coordinate with other functions such as the inter department within E&M, Protection and Planning, Stores, Station Operations, etc. for any SLA contractor maintenance requirements.
  • Perform Technical Evaluation and store material inspection procured under KM budget and Perform technical inspection for the materials delivered to the store through SLA contractor.
  • 24-hour on-call availability for on-site intervention for major arising corrective maintenance, incidents (P1/P2 failure) and emergencies associated with the Mechanical, electrical, Plumbing & LTE asset.
  • Ensure Assist subordinates with the job familiarization, maintain proactive behavior towards maintaining work related knowledge and competencies.
  • Ensure SLA constrictors are maintaining PM/CM records including PM checklists of Mechanical, Electrical, Plumbing & LTE assets.
  • Perform and carry out duties as instructed/directed by the Mechanical and electrical engineering manager and Mechanical and Electrical/ LTE Contract Manager.
  • Create and manage staff rosters in coordination with rostering team based the business requirements.
  • Conduct performance review, disciplinary and grievance for Mechanical, Electrical, Plumbing & LTE auditors / assistant Auditors.
KNOWLEDGE REQUIRED
  • Working knowledge and experience in maintaining Mechanical, electrical, Plumbing & LTE assts covering Tunnel Ventilation System (TVS), Platform Screen Door Systems (PSD), Fire Protection System (FPS) – fire suppression and fire alarm, Environmental Control Systems (ECS) ,Heat, Ventilation & Air Conditioning Systems (HVAC),Dewatering and Plumbing Systems (DPS),Building Low Voltage System, Lifts, Escalators ,Travellators, Motorized Sliding Doors (MSD), Generators, Parking Guidance System (PGS), Smoke Curtains and Roller Shutter Doors, hoist, barrier etc.
  • Knowledge and experience in operating and in interfacing building management system.
  • Thorough understanding of all aspects of safety issues related to railway operations.
  • Considerable knowledge in maintenance planning, preparing maintenance budget, maintenance plans and procedures, technical specifications, safety and quality plans and procedures as required.
KEY SKILLS
  • Possess good communication skills and the ability to communicate with landlord, persons responsible for a Track Possession, Worksite or movements of rail vehicles within a Possession etc.
  • Ability to write technical reports, routine business correspondence, assist in preparing work methodologies, drawings and related documents as required.
  • Strong organisational skills, detail oriented, and analyse situation promptly to handle priorities.
  • Establishing, supervising and implementing a safe system of work to protect the safety of persons working on Dubai Metro.
  • Highly motivated and flexibility to work in a time-sensitive environment to respond quickly and effectively to unanticipated high workloads, events and emergencies.
  • Ability to think laterally and analyses and assess a range of information.
  • Ability to multi-task and analyses situations promptly and without bias so as to determine the proper course of action or alternatives without jeopardizing human safety, quality and the committed performance targets.
  • Thorough understanding of all aspects of safety issues related to railway operations.
EXPERIENCE
  • Experience as Engineer in the design, testing and commissioning, maintenance of Mechanical, Electrical, Plumbing & LTE Services facilities covering Tunnel Ventilation System (TVS), Platform Screen Door Systems (PSD), Fire Protection System (FPS) – fire suppression and fire alarm, Environmental Control Systems (ECS) ,Heat, Ventilation & Air Conditioning Systems (HVAC),Dewatering and Plumbing Systems (DPS),Building Low Voltage System, Lifts, Escalators ,Travellators, Motorized Sliding Doors (MSD), Generators, Parking Guidance System (PGS), Smoke Curtains and Roller Shutter Doors, hoist, barrier.
  • Must have supervisory and management experience with the ability to manage multiple sub-contractors, technical support team with an aim to minimize the system unavailability and asset life cycle costs of the Mechanical, electrical, Plumbing & LTE.
EDUCATIONAL QUALIFCATION
  • Must hold vocational trade certificate,diploma or degree in Mechanical, Electrical or Building Services Engineering discipline or equivalent.
  • Professionally qualified with membership of a recognized engineering institution.
