Role Context The Manager HSES will provide functional leadership for health, safety, and environmental performance across project and operational activities. The position requires a strong understanding of HSES legislation, international standards, risk management, workforce competency, auditing, contractor assurance, and incident prevention. The role is responsible for converting corporate policies and regulatory obligations into practical controls that can be consistently applied by employees, contractors, vendors, and project teams. Effective leadership will help reduce operational risk, strengthen compliance, improve safety culture, and ensure HSES objectives remain integrated with project schedules, resources, budgets, and business priorities.

Key Responsibilities
  • Maintain current knowledge of company HSES policies, procedures, standards, and project requirements.
  • Interpret local and international HSES legislation and determine how regulatory obligations apply to project activities.
  • Monitor compliance with applicable laws, regulations, permits, client requirements, and company standards.
  • Identify regulatory gaps and coordinate corrective actions with responsible teams.
  • Ensure project-specific HSES procedures are developed where corporate standards require additional local controls.
  • Review and approve HSES procedures before implementation.
  • Verify that approved requirements are understood and applied consistently across work locations.
  • Determine HSES staffing requirements based on project scope, risk profile, workforce size, and operational complexity.
  • Maintain appropriate HSES manning levels throughout changing phases of project execution.
  • Monitor performance of HSES personnel and ensure responsibilities are being completed effectively.
  • Provide technical guidance, coaching, and direction to HSES team members.
  • Identify competency gaps and establish development actions for HSES personnel.
  • Assess HSES training requirements for employees, supervisors, managers, and contractors.
  • Ensure required training programs are planned and delivered effectively.
  • Monitor completion of mandatory HSES training across assigned teams.
  • Verify training records remain current and auditable.
  • Reinforce employee understanding of their responsibilities and authority under company HSES policies.
  • Monitor subcontractor HSES performance throughout project execution.
  • Review subcontractor compliance against contract, project, and regulatory requirements.
  • Evaluate subcontractor safety performance using inspections, audits, performance data, and incident trends.
  • Escalate unacceptable subcontractor performance and establish improvement actions.
  • Review and approve subcontractors or vendors supplying HSES-related equipment and services where required.
  • Facilitate Hazard Identification studies and other structured risk review activities.
  • Participate in risk assessments addressing construction, fabrication, installation, commissioning, and operational activities.
  • Ensure significant hazards are identified and practical controls are incorporated into execution plans.
  • Support constructability and readiness reviews from an HSES perspective.
  • Prepare risk-based HSES audit plans.
  • Conduct internal, contractor, vendor, or project HSES audits as required.
  • Document audit findings clearly and assign corrective actions.
  • Monitor closure of findings and verify effectiveness of corrective measures.
  • Prepare and maintain HSES Activity Plans aligned with project phases and upcoming work.
  • Provide HSES input into short-term and long-term look-ahead plans.
  • Identify higher-risk upcoming activities and ensure appropriate controls are planned in advance.
  • Prepare periodic HSES performance reports for functional and project leadership.
  • Monitor leading and lagging HSES performance indicators.
  • Analyze safety and environmental trends to identify recurring weaknesses.
  • Establish annual HSES performance targets in alignment with business objectives.
  • Develop improvement plans to achieve agreed Objectives, Targets, and Goals.
  • Track progress against improvement initiatives and recommend changes where performance falls behind expectations.
  • Lead or participate as Subject Matter Expert in incident investigations.
  • Ensure investigations identify underlying and root causes rather than only immediate failures.
  • Review investigation reports for technical quality, accuracy, and completeness.
  • Develop corrective and preventive actions following incidents.
  • Monitor action closure and verify lessons are applied to relevant operations.
  • Provide HSES input into Management of Change processes.
  • Evaluate potential safety and environmental impacts before proposed changes are implemented.
  • Participate in Lessons Learned activities and help translate findings into improved work practices.
  • Attend project kick-off meetings and provide HSES requirements relevant to mobilization and execution.
  • Participate in constructability reviews to identify safety concerns during engineering and planning.
  • Support readiness reviews before major fabrication, construction, installation, or commissioning activities.
  • Provide HSES advice during project planning and execution meetings.
  • Own implementation and enforcement of applicable company HSES policies and procedures.
  • Verify compliance through inspections, observations, audits, reviews, and performance monitoring.
  • Challenge unsafe practices and ensure appropriate intervention where requirements are not being followed.
  • Promote a culture in which employees understand their authority to stop or correct unsafe activities.
  • Coordinate with Project Management, Engineering, Construction, Fabrication, Commissioning, and Operations teams regarding HSES issues.
  • Advise management on significant HSES risks and required mitigation measures.
  • Support resource and budget planning for HSES activities.
  • Ensure HSES requirements are considered when allocating personnel, equipment, training, and specialist services.
  • Maintain records that demonstrate compliance with applicable standards and project requirements.
  • Support continuous improvement of HSES systems, processes, tools, and reporting methods.
Ideal Profile
  • Degree in an HSES-related discipline or an equivalent combination of education and relevant experience.
  • 8-9 years of HSE experience within the energy industry.
  • Strong understanding of occupational health, safety, and environmental management principles.
  • NEBOSH Diploma or equivalent professional safety qualification.
  • Lead Auditor training and practical auditing experience involving ISO 9001, ISO 14001, or ISO 45001.
  • Good understanding of local and international HSES legislation and regulatory requirements.
  • Experience managing or supervising HSES personnel.
  • Ability to assess HSES staffing and resource requirements.
  • Practical experience monitoring subcontractor safety performance.
  • Experience facilitating HAZID sessions and other risk assessment activities.
  • Strong understanding of incident investigation and root cause analysis methods.
  • Ability to develop and maintain project HSES plans and procedures.
  • Experience preparing HSES performance reports and management presentations.
  • Knowledge of leading and lagging performance indicators.
  • Ability to establish safety objectives, performance targets, and improvement plans.
