Job Overview

HSES Specialist hiring opportunity in Dubai, UAE within the Oil and Energy industry for professionals experienced in health, safety, environment, and security management across offshore and onshore project operations. This role supports HSES compliance, field safety monitoring, audits, risk assessments, and workforce safety programs to ensure safe and efficient project execution.

Key Responsibilities

• Assist in the development and implementation of HSES plans, procedures, and work instructions
• Provide HSES guidance and support to frontline supervisors and field personnel
• Mentor and coach junior HSES staff to strengthen team capability and compliance awareness
• Support HSES prequalification assessments for subcontractors and vendors
• Monitor subcontractors and vendors to ensure compliance with safe work practices and company requirements
• Participate in risk assessments and maintain updated risk registries across project activities
• Execute HSES activity plans and support daily safety operations
• Develop Toolbox Talk plans and prepare supporting safety communication materials
• Observe and assist supervisors during delivery of Toolbox Talks
• Support Permit to Work planning, inspections, and compliance monitoring
• Assist in preparing and conducting HSES audits and site inspections
• Track audit findings, monitor corrective actions, and report progress to management
• Participate in emergency response drills, inspections, and post-drill reporting
• Support incident investigations and prepare reports as required

Ideal Profile

• Degree, Diploma, or equivalent qualification in HSES or related discipline
• Minimum 5 years of HSES experience within the Oil and Gas industry
• Strong understanding of local and international HSES laws, codes, and regulations
• Familiarity with company, facility, and project-specific HSES requirements and deliverables
• Strong field safety experience with audits, inspections, and risk control activities
• Good written and verbal communication and presentation skills
• Strong interpersonal and leadership capabilities
• Conflict resolution skills and ability to work in dynamic site environments
