Overview

Manager HSES in Dubai, United Arab Emirates is a senior Oil and Energy health, safety, environment, and security leadership role focused on HSES policy implementation, regulatory compliance, audit planning, risk reviews, subcontractor monitoring, incident investigation, training oversight, performance reporting, and continuous improvement. This position is ideal for an experienced HSES professional who can lead safety teams, guide project operations, influence HSES processes, and ensure compliance with local, international, client, and company requirements across energy project environments.

Key Responsibilities
  • Maintain a complete understanding of current HSES policies, procedures, standards, and project-specific safety requirements.
  • Interpret regulatory requirements and monitor compliance with applicable local, international, client, and company HSES obligations.
  • Ensure the correct level of HSES staffing is maintained to support project and operational activities.
  • Identify HSES training needs and ensure training is planned, delivered, and completed effectively.
  • Ensure required local and project-specific HSES procedures are developed, approved, implemented, and maintained.
  • Monitor HSES functional personnel to ensure responsibilities are performed according to project expectations and company requirements.
  • Monitor and evaluate subcontractor performance against HSES requirements, safe work practices, and contractual expectations.
  • Facilitate HAZID sessions and other risk reviews to identify hazards, assess controls, and support risk reduction.
  • Prepare HSES audit plans and conduct audits to verify compliance with procedures, regulations, and management system requirements.
  • Prepare and maintain HSES activity plans aligned with project needs, annual objectives, and operational priorities.
  • Prepare HSES performance reports and submit required updates to the HSES Functional Lead.
  • Ensure annual HSES targets are set and improvement plans are maintained, tracked, and reviewed.
  • Develop and oversee plans to meet HSES objectives, targets, goals, and performance improvement expectations.
  • Lead or participate as a subject matter expert in incident investigations, root cause analysis, reporting, and corrective action follow-up.
  • Provide HSES input into lookahead plans, project reports, execution reviews, and operational planning activities.
  • Provide HSES input to management of change reviews and lessons learned activities.
  • Review and approve subcontractors and vendors for equipment, services, and HSES compliance requirements.
  • Attend and provide HSES input to kick-off meetings, constructability reviews, readiness reviews, and other project forums.
  • Lead the implementation, enforcement, and verification of compliance with McDermott policies and procedures.
  • Ensure employees understand their responsibilities and authority for implementing McDermott policies, HSES procedures, and project requirements.
  • Ensure mandatory training is completed on time by self and assigned teams.
  • Identify and resolve technical, operational, and organizational HSES issues that may affect safety performance, quality, timeliness, or project effectiveness.
  • Provide guidance and leadership to improve HSES discipline effectiveness, team capability, and project safety performance.
Ideal Profile
  • Degree in an HSES-related field or an equivalent combination of education and relevant experience.
  • More than 8-9 years of HSE experience within the Energy industry.
  • NEBOSH Diploma or equivalent qualification.
  • Trained and experienced ISO standards lead auditor for ISO 9001, ISO 14001, or ISO 45001.
  • Strong understanding of HSES concepts, principles, policies, management systems, and project safety requirements.
  • Conversant with local and international HSES laws, regulations, codes, and compliance expectations.
  • Maintains key competencies associated with the HSES function.
  • Ability to work effectively as a team member and act confidently as a team leader.
  • Strong experience in audit planning, HSES activity planning, incident investigation, risk review facilitation, and performance reporting.
  • Good understanding of subcontractor HSES management, vendor review, management of change, and lessons learned processes.
  • Excellent written and verbal communication and presentation skills.
  • Strong leadership ability with the confidence to guide teams, influence processes, and support safe project execution.
  • Practical decision-making skills guided by policies, resources, budgets, business plans, and operational priorities.
  • Ability to identify improvement opportunities and resolve HSES issues in a dynamic energy project environment.
