Senior QHSES Training Specialist - HSES in Dubai, United Arab Emirates is an Oil and Energy hiring opportunity for an experienced QHSES training professional with strong energy industry, HSES assurance, training leadership, adult learning, audit, and trainer development expertise. This role supports the improvement of QHSES training standards by developing training matrices, delivering local and global programs, coordinating Train‑the‑Trainer activities, mentoring QHSES Trainers, and ensuring training plans support safe, compliant, and high‑performing project operations.

Key Responsibilities
- Carry out local training needs analysis to identify QHSES competency gaps, project training requirements, and workforce development priorities.
- Develop and implement local QHSES training matrices, training forecasts, and training plans aligned with operational and project requirements.
- Support the QHSES Training Manager in designing, developing, implementing, and controlling local QHSES training programs.
- Coordinate, administer, and implement global and local QHSES training programs across relevant business and project teams.
- Deliver QHSES training sessions that support safety awareness, compliance, operational discipline, and project‑specific HSES expectations.
- Conduct Train‑the‑Trainer programs to improve trainer capability, delivery consistency, and internal training quality.
- Maintain an accurate database of approved Subject Matter Experts and QHSES Trainers.
- Provide technical advice, coaching, mentoring, and guidance to QHSES Trainers and colleagues with less training experience.
- Work closely with the Training Administrator to ensure training records are maintained accurately and updated on time.
- Assist in evaluating training proposals, facilities, content, and programs from external training providers.
- Support budget forecasting activities for QHSES training when requested by the QHSES Training Manager.
- Help improve training materials, delivery methods, and learning outcomes by applying best practices and practical QHSES knowledge.
- Coordinate with project teams, fabrication teams, marine teams, subcontractors, trainers, and functional stakeholders to support training execution.
- Promote consistent training standards across local and global QHSES programs.
- Use Microsoft Office applications to prepare training plans, presentations, reports, matrices, forecasts, and training records.
- Support HSES assurance expectations for subcontractor, fabrication, and marine‑related operations where required.
- Monitor training effectiveness and recommend improvements to strengthen learning impact and workforce compliance.
- Share practical knowledge of QHSES training methods, adult learning principles, and energy industry practices with internal teams.
- Support continuous improvement of QHSES training processes, documentation, training delivery, and competency tracking.
Ideal Profile
- Bachelor's degree is required.
- More than 5 years of QHSES experience within the energy industry.
- More than 3 years of training leadership experience.
- Professional membership with a relevant QHSES institution is preferred.
- Certified Auditor qualification is required.
- Strong understanding of QHSES training programs, HSES assurance, training needs analysis, training matrices, and competency development.
- Knowledge of training techniques, adult learning principles, trainer development, and practical training delivery methods.
- Experience in subcontractor HSES assurance, fabrication HSES assurance, or marine HSES assurance will be an advantage.
- International fabrication and marine experience will be highly valued.
- Strong Microsoft Office skills across Word, Excel, PowerPoint, and related applications.
- Excellent verbal and written communication skills.
- Strong presentation skills with the ability to deliver clear, engaging, and practical training sessions.
- Able to coach trainers, influence teams, and support learning improvement across operational and project environments.
- Capable of working with multiple stakeholders while maintaining training quality, accuracy, and schedule discipline.
- Strong problem-solving ability with the confidence to resolve training‑related challenges and improve existing training practices.
- Organized, practical, and able to manage training plans, records, forecasts, provider evaluations, and program administration.
