Key Responsibilities
- Maintain a complete and current understanding of all HSES policies, procedures, standards, and project requirements.
- Interpret regulatory requirements and monitor compliance with local, international, client, and company HSES obligations.
- Ensure the correct level of HSES manning is maintained for project activities, operational requirements, and business needs.
- Identify HSES training needs and ensure training is planned, delivered, recorded, and effective.
- Ensure required local and project-specific HSES procedures are developed, approved, communicated, and implemented.
- Monitor HSES functional personnel to ensure they perform assigned responsibilities in line with project expectations and company procedures.
- Monitor and evaluate subcontractor HSES performance, including compliance, reporting, corrective actions, and improvement requirements.
- Facilitate HAZID sessions and other risk reviews to identify hazards, assess controls, and support safer execution planning.
- Prepare HSES audit plans and conduct audits according to approved schedules, project requirements, and compliance priorities.
- Prepare and maintain HSES activity plans to support project objectives, targets, inspections, reviews, audits, and reporting.
- Prepare HSES performance reports and submit accurate updates to the HSES Functional Lead.
- Ensure annual HSES targets are established, tracked, and supported by practical improvement plans.
- Develop and oversee action plans to meet HSES objectives, targets, goals, and performance commitments.
- Lead or participate as a subject matter expert in incident investigations, reporting, root cause analysis, and corrective action follow-up.
- Provide HSES input into look-ahead plans, execution reports, readiness reviews, constructability reviews, and project planning discussions.
- Provide HSES input to Management of Change processes and ensure lessons learned are captured and shared.
- Review and approve subcontractors and vendors for equipment and services from an HSES compliance perspective.
- Attend project forums such as kick-off meetings, constructability reviews, readiness reviews, coordination meetings, and operational planning sessions.
- Lead the implementation, enforcement, and verification of compliance with McDermott policies and procedures.
- Ensure employees understand their responsibilities, authority, and accountability for applying company HSES requirements.
- Ensure mandatory training is completed on time by self, direct teams, and relevant project personnel.
- Resolve technical, operational, and organizational issues that affect HSES effectiveness, quality, timeliness, or compliance.
- Guide HSES teams in delivering reliable support to project operations while maintaining safety, environmental protection, and regulatory discipline.
- Support continuous improvement by reviewing performance trends, identifying recurring issues, and recommending practical prevention measures.
Ideal Profile
- Degree in an HSES-related field or an equivalent combination of education and relevant experience.
- More than 8 to 9 years of HSE experience within the energy industry.
- NEBOSH Diploma or equivalent qualification is required.
- Trained and experienced ISO standards lead auditor for ISO 9001, ISO 14001, or ISO 45001.
- Strong understanding of HSES concepts, theories, principles, systems, and related project execution requirements.
- Conversant with local and international HSES laws, regulations, standards, and compliance expectations.
- Experience preparing HSES audit plans, activity plans, performance reports, improvement plans, and regulatory compliance updates.
- Strong background in incident investigation, risk reviews, HAZID facilitation, subcontractor monitoring, and HSES performance management.
- Ability to work effectively as both a team member and a team leader.
- Strong communication and presentation skills, both written and verbal.
- Able to influence teams, guide functional personnel, and improve HSES processes in a changing project environment.
- Practical understanding of QHSES, Management of Change, lessons learned, training compliance, and project readiness requirements.
- Capable of managing HSES priorities using policies, resource requirements, budgets, business plans, and project objectives.
- Strong decision-making ability with the confidence to resolve HSES issues that may affect safety, quality, schedule, or operational effectiveness.
