Role Overview
Construction Engineer – Site Execution in Abu Dhabi, United Arab Emirates (UAE). This role supports ADNOC Group by supervising construction contractor activities across the project lifecycle, ensuring that facilities construction and installation work is completed safely, efficiently, and in line with approved project scope, specifications, drawings, standards and schedule requirements.
Key Responsibilities
- Study contract packages to understand scope, requirements and execution expectations.
- Ensure policies, procedures and project controls are aligned with approved scope of work.
- Participate in detailed design engineering reviews, providing construction-focused input.
- Support implementation of construction-related recommendations during design to reduce execution risk.
- Survey, investigate and identify constructability issues early for timely solutions.
- Identify HSE-critical aspects and ensure proper assessment before implementation.
- Supervise, control and provide professional expertise during project implementation.
- Ensure EPC contractors comply with execution strategies, HSE requirements, PTW procedures, methods and approved standards.
- Coordinate access arrangements, work permit procedures and personnel authorization within construction areas.
- Review contractor-provided materials to confirm compliance with approved drawings, specifications and requirements.
- Verify and recommend payment of invoices, variations and settlements prior to senior approval.
- Coordinate between project management team, end users and contractors for smooth progress.
- Provide accurate status updates on construction progress during execution.
- Escalate technical and operational changes arising during construction to senior team members.
- Interface with end users and contractors for inspection of machinery, equipment, lifting gear and vehicles.
- Confirm contractor equipment is safe and suitable for plant construction areas.
- Communicate and coordinate with stakeholders on safety, quality, operational controls and site execution matters.
- Ensure construction work complies with project specifications, drawings, company standards and quality requirements.
- Arrange material inspection activities, coordinating with relevant members and reporting results.
- Support proper utilization of construction materials through inspection, traceability and acceptance processes.
- Supervise and monitor contractor construction and installation activities for efficiency, schedule and quality.
- Verify and endorse monthly construction progress reports, recommending actions to improve contractor performance.
- Identify bottlenecks, interface issues and execution constraints, proposing corrective actions.
- Participate in tender preparation, pre-qualification, bid evaluation and award activities to support objectives.
- Train and develop staff to improve construction knowledge and execution capability.
- Implement project policies, processes, systems, standards and procedures, ensuring contractor compliance.
- Comply with applicable legislation, HSE policies, sustainability guidelines and ADNOC Code of Practices.
- Monitor project execution to reduce risk of contractor claims or cost variation charges.
- Contribute to approved project performance objectives within the company performance framework.
- Design and implement practical tools and techniques to improve quality and efficiency.
- Identify improvements in internal construction processes based on best practices and ISO standards.
- Prepare and submit site activity reports to the line manager.
- Coordinate with internal teams, consultants, third-party providers, government agencies and external parties.
Ideal Profile
- Bachelor's degree in Engineering or equivalent qualification.
- Minimum 6 years of relevant experience in construction activities within Oil & Energy, oil & gas or petrochemical fields.
- Experience within a large industrial organization is preferred.
- Strong understanding of construction supervision, site execution, installation activities, contractor coordination and project delivery.
- Good knowledge of contract packages, scope of work, technical specifications, drawings and construction procedures.
- Experience in detailed design engineering reviews from a construction perspective.
- Ability to identify constructability issues, HSE-critical activities, site constraints and practical field execution risks.
- Strong knowledge of EPC contractor management, construction methods, PTW procedures, HSE requirements and quality control expectations.
- Experience reviewing contractor materials, site equipment, machinery, lifting equipment, vehicles and tools.
- Ability to coordinate between project management teams, end users, contractors, proponent departments and stakeholders.
- Knowledge of tender preparation, contractor pre-qualification, bid evaluation and award support.
- Ability to monitor progress reports, identify bottlenecks, support recovery actions and recommend contractor performance improvements.
- Familiarity with invoice verification, variation review, settlement support and cost control.
- Good understanding of legislation, regulations, ISO standards, ADNOC Code of Practices and international construction standards.
- Comfortable working in air-conditioned environment with occasional site visits that involve heat, humidity and dust.
- Strong communication, planning, reporting, coordination, problem solving and site leadership skills.
